
The President of the Republic, Bajram Begaj, in an interview for the show "Real Story" speaks for the first time about the virtual minister "Diella", while responding to the opposition's accusations, which claim that the head of state has violated the Constitution by decreeing her as part of the government cabinet.
He stated that from a constitutional point of view, his decree speaks clearly, while showing that the responsibility lies with Prime Minister Edi Rama. However, the head of state emphasized that if there are claims about legality, then the institutions are there to evaluate and judge.
During the discussion with journalist Sokol Balla, President Begaj said that we live in the era of Artificial Intelligence and its use in the function of social achievements should definitely be welcomed and further encouraged.
-Let's talk a little about the most talked about thing, which is the famous minister with AI, Diella. Many have accused you, especially from the opposition, that you have violated the Constitution and have decreed. I am clear in your decree where it is stated that the responsibility belongs to the prime minister. If you explain something more to us from a constitutional point of view, since it is the first time it became world news.
From a constitutional point of view, the decree speaks for itself. And if someone thinks that this decree is in contradiction or conflicts with the Constitution, of course, the institutions are there to evaluate and judge it.
-Did you evaluate it with your staff or not?
There has definitely been a very long discussion regarding this issue and I can say that we live in the era of Artificial Intelligence.
-Because you also spoke about this in your speech today in the Assembly.
We live in a time when technological developments are numerous and rapid. Technology changes faster than fashion today, and we definitely have to be creative, we have to be people who have to adapt to the times. We have to adapt to new developments in artificial intelligence, of course, in this algorithm I think that as long as the algorithm does not command people, but people command the algorithm, and the responsibility is there.
-The whole idea is, to what extent is this artificial intelligence controllable and is there a risk that it will cross the boundaries. This is also the debate, but of course the opposition has its concerns elsewhere and its concerns are that Diella is a cover-up for the way it sees the government abusing public funds.
I think that these rapid technological developments, also related to artificial intelligence, where the whole world is talking about such a thing, should make us adapt and work hard so that the Assembly, the laws that will be approved, are such that they precede the interventions that we anathematize or fear that may occur in the future.
-The Washington Post made a comment saying Albania passed us by. So, in itself beyond the constitutional legal debate about Diella, do you think it was something positive, progressive and Albanian administration that could be an additional effort to fight corruption?
I think the goal is serious, and as long as the algorithm is to help people and to assist in administrative processes, such as in our journey towards the EU for the translation of legislation, and when this program has been present in 95 of the services provided by e-Albania, I think it is a faster solution for the processes we have in the future.
