The police have executed 14 security measures for a suspected property alienation scheme in Dibër, while three people, including a former SP candidate, have been declared wanted.
14 security measures have been executed for a suspected scheme of illegal alienation of properties in Dibër, where the focus of the investigations are officials and former officials of the State Cadastre Agency.
Three people have been declared wanted, including Danjel Gjura , deputy director of the Dibër ASHK, former director of this institution, a notary and former Socialist Party candidate in the last parliamentary elections. He is accused of the criminal offenses of fraud and forgery of documents.
Teshar Doçi , who according to the investigation is considered the main beneficiary of the scheme, and Fatjon Çakrri , his family member, have ended up in custody . Both are suspected of having benefited from the alienation of properties through forged documents.
According to investigations, employees and former employees of the Cadastre in Debar, in collaboration with other persons, are suspected of having forged documents and carried out administrative procedures in violation of the law to transfer properties in favor of certain persons.
The operation is the result of a months-long investigation, while authorities continue to work to capture the wanted persons and fully uncover the suspected scheme.

14 security measures are being implemented for employees/former employees of the State Cadastre Agency, Dibër, and for several citizens, relatives of each other, in whose favor it is suspected that properties have been alienated.
3 citizens are wanted.
Following the procedural actions carried out within the framework of a 7-month investigation, with proactive methods, pursued in coordination with the Dibra Prosecutor's Office, with the objective of documenting the criminal liability of several citizens involved in an organized scheme for the illegal alienation of immovable properties in Dibra, through forged documents, by specialists of the Serious Crimes Investigation Sector, in cooperation with the services of the Dibra Police Commissariat, the services of the "Eagle" Special Force and the services of the Tirana Local Police Directorate, the operation codenamed "Alienation" was finalized.
As part of this operation, in accordance with the decision of the Dibër Judicial District Court, the following security measures were implemented:
•“Arrest in prison”, for citizens TD and F. Ç., relatives of each other, for the criminal offenses “Fraud” and “Forgery of documents”, committed in collaboration;
•“House arrest”, for citizens K. Xh., former field measurement specialist at AshK, Dibër, and RL, with the position of Head of the Legalization Sector at AshK, Dibër, for the criminal offense of “Forgery of documents”, committed in collaboration;
•“Obligation to report to the Judicial Police”, for the criminal offense “Forgery of documents”, committed in collaboration, for citizens:
-EV, with the duty of Cartographer at AshK, Debar;
-GH, responsible for the Legalization Sector at the KSA, Dibër, former lawyer of this sector;
-V. Gj., with the position of Lawyer in the Cadastral Services Sector at the KSA, Dibër;
-Xh. H., with the duty of Cartographer in the Legalization Sector at the KSA, Dibër;
-DD, with the duty of Cartographer in the Cadastral Services Sector at the KSA, Debar;
-FP, with the duty of Cartographer in the Cadastral Services Sector at KSA, Debar.
•Also, the same measure was executed for citizen ED (wife of citizen TD), for the criminal offense of "Fraud", committed in collaboration.
•Furthermore, the following citizens were declared wanted:
-D. Gj., acting Deputy Director of the KSA, Dibër, former director of this institution, for whom the security measure "Arrest in prison" has been assigned, for the criminal offenses "Fraud" and "Forgery of documents", committed in collaboration;
-AM, with the duty of Notary, for whom the security measure "House arrest" has been assigned, for the criminal offense "Forgery of documents", committed in collaboration;
-NU (relative of citizen TD), for whom the security measure "Obligation to report to the Judicial Police" has been imposed, for the criminal offense "Fraud", committed in collaboration.
The investigations suspect that citizens with current and previous duties at the State Cadastre Agency, Dibër, and the notary, in collaboration with each other, have falsified documents and committed other illegal administrative actions, with the aim of alienating immovable properties, in favor of citizen TD and his family members.
Work continues to capture the wanted citizens, as well as the investigation to identify and bring to criminal responsibility other citizens who may have been involved in this activity.
"The procedural materials were referred to the Prosecutor's Office at the First Instance Court of General Jurisdiction in Dibër, for further action," the police announced.
