The pamphlet denounced the criminal duo Jaka-Tafani for years. A warning ignored for 10 years in a row. 56 security trainees poisoned. 22 million euros stolen. A former deputy minister convicted of corruption who hides behind his wife. And a state that even today, with young people in the hospital, pretends to investigate...
56 students of the Security Academy in Sauk were urgently sent to the Infectious Diseases Department of the QSUT, poisoned by lunch served in the premises of the institution where future law enforcement officers are trained. Vomiting, severe abdominal pain, serum after serum. Children who have chosen to wear the state uniform were lying in hospital beds because the Albanian state is not able to guarantee them even the basic right to safe food.
Within 24 hours, Tirana police arrested Kujtim Ballgjini, 52, the chef who prepared the poisoned food, and Kristjana Plaka, 23, a food technologist, in flagrante delicto. Another technologist, 35, was acquitted. But these three are merely pawns in a criminal machine that has been holding the health of Albanians and the pockets of taxpayers hostage for more than two decades.
Above them stand two names that should have been in chains for years: Alma Tafani , administrator and sole partner of the SORI-AL company , declared wanted and disappeared without a trace, and Nikolin Jaka , the founder of this rotten empire, former deputy minister arrested for corruption, who today holds the position of president of the Tirana Chamber of Commerce and Industry as if nothing had happened.
The pamphlet has been warning about this atrocity for years. Article after article, denunciation after denunciation, we have shown who this criminal couple is, how they stole, how they deceived, how they bought the silence of the institutions. No one reacted. No prosecutor opened a file. No institution withdrew the contracts. Everyone is reacting now, after 56 trainees were hospitalized. Everyone is expressing concern. Everyone is promising investigations. Complete and disgusting hypocrisy.
Now let's see who these two characters really are that the Albanian state has been nurturing for 25 years in a row.
Nikolin Jaka began his long career in corruption not as a merchant, but as Deputy Minister of Transport and Public Works. In 2007, he was arrested for corruption and abuse of office, accused of using realtors to fix the tenders for the next six months. He spent 227 days in detention. The moment he left his cell, he did what every petty criminal does: he hid behind his wife. The shares of the SORI-AL company, which he founded in 2002, he transferred 100 percent to Alma Tafani. His wife. His ex-wife. His cohabitant. Call her whatever you want, it doesn't matter. The important thing is that Albanian law prohibits people with criminal convictions from participating in state tenders, but it does not prohibit their wives. A trick as primitive as the insult that these two make to the Albanian state every day.
The state not only did not punish them, but opened its doors and coffers to them.
To date, SORI-AL and companies linked to Tafan have received over 2.2 billion lekë, around 22.7 million euros , from the Albanian State Treasury in more than 1,200 transactions. This is money that has come out of the pockets of Albanians and ended up in the pockets of a criminal duo that has been operating with impunity for twenty-five years.

In 2022, SORI-AL won the tender for the food supply of the Police Academy worth 2.5 billion lek, 99.99 percent of the limit fund. Practically without competition at all. Who signed it? Endri Mullai, head of the State Agency for Centralized Procurement, under the supervision of the Minister of Interior at the time, Bledar Çuçi.
In October 2023, QSUT awarded SORI-AL a contract worth 850 million lek excluding VAT through direct negotiation. Without any competition at all. Who signed it? Albana Fico, former sister-in-law of Prime Minister Edi Rama, at the time director of QSUT.
The Vlora Psychiatric Hospital awarded SORI-AL 302 million lekë, 95 percent of the limit fund, with only two competitors in the race. The Municipality of Tirana gave this duo 1.2 billion lekë in food, milk and dairy tenders. And that's not even half of the list.
But who really is Alma Tafani?
Alma Tafani is not just the owner of SORI-AL. Alma Tafani is an ''octopus'' that has spread its wings in every institution that receives money from the state budget. It also owns 100 percent of AGS , a cleaning and laundry company that has received tender after tender from QSUT. Four consecutive tenders, all without competition, with values of 22.3 million, 66.5 million, 30.8 million and 108.4 million lek. It owns AgroAl International for food trading. It owns 50 percent of AGRO INTEXO and ZEPA GROUP for milk and livestock.
And then comes KPL , the company formally owned by a certain Ramazan Troka since 2008, but which journalistic investigations have exposed as a camouflaged company of Tafan. An entire network, an empire built on public money, with the real owners hidden behind a labyrinth of third-party companies and names.
Nikolin Jaka, from the corruption cell to the chair of the chamber of commerce
Nikolin Jaka, the architect of this empire, remains in the shadows. Clean on paper, dirty in reality. Chairman of the Tirana Chamber of Commerce and Industry, a position he holds as a shield of prestige while his wife manages billions of lek from the state. Arrested in 2007 for corruption, released in 2008, winner of a lawsuit for damages from the state in 2012, Jaka has not missed a day of his real job: turning public money into private wealth. The state arrested him, the state released him, the state compensated him, and the state continues to give him millions of euros through his wife.
When the bodies of the trainees were still in the hospital, the AKU came out with the announcement that 85.9 kilograms of food were blocked at the Security Academy. They blocked 67.3 kilograms of products and 1350 eggs at the "Skënderbej" Garrison. They took samples for analysis. They issued two fines of 100 thousand lek each. 200 thousand old lek in total for a company that has benefited from 2.2 billion lek from the state. And do you know what they were fined for? For the lack of a traceability system.
Meanwhile, in December 2025, the laundry and kitchen workers of the QSUT, employees of Tafan's companies, went on strike. Their salaries had not been paid. On Christmas and New Year's Eve, the women who clean the country's largest hospital and feed the sick were left without a single lek. The company that received billions from the state did not pay its employees. And the state did nothing. No control. No measures against contracts. No responsibility taken. Employees retreated, Tafan with full pockets, Jaka intact in his Chamber of Commerce office.
The Tirana Prosecutor's Office says that investigations are continuing. But what investigations are needed? The evidence is public. The tenders are documented. The connections are exposed. The poisoning of 56 trainees is not a new crime but the logical end of an ongoing crime that has been going on for years and has not stopped for a day.
Alma Tafani and Nikolin Jaka are the faces of this crime. But the hands that have fed them are the hands of the Albanian state. The same hands that today pretend to seek justice. /Pamphlet
