As former minister Mirela Kumbaro is summoned to SPAK, the report of the Supreme State Audit reveals how 802 hectares of the Butrint National Park were quietly transferred to private interests. At the center of the scheme: businessman Gjergj Luca, who today controls a unique, outlawed natural asset with a single firm.*
Act One: The Firm That Disappeared 802 Hectares
In January 2022, upon the proposal of Mirela Kumbaro, the Council of Ministers approved the Council of Ministers Decision No. 59. With this act, the Butrint National Park shrank from 9,424.4 hectares to 8,622.2 hectares.
The ALSAI concluded that this decision was made without any scientific study: "In the reports provided... the reasons that dictated the need to undertake these DCMs have not been clearly and exhaustively elaborated."
SPAK should ask: Why did Mirela Kumbaro propose reducing a protected area of international importance without any argument?
Gjergj Luca, the 'pasha' of Lake Rrëza (Bufit)
The most severe part of this territorial "uprooting" is Lake Rrëzës (or Lake Bufit), a natural monument with milky water, unique in Albania, fed by mountain saltwater springs and freshwater. This habitat is home to a species of fish found nowhere else in the country.
The KLSH report notes that about 16 hectares of this lake were artificially placed outside the new border of the protected area. With this border shift, this natural asset passed into the silent administration of Gjergj Luca.
This is no coincidence. In the same area, Luca already controls a large area that includes the lake, the connecting canals and the surrounding shores. What was once a protected natural monument with the highest degree of protection is now being mined without any legal restrictions.
The KLSH describes the absurdity this way: "This unique Natural Monument system has outside of itself approximately 16 hectares of lagoons... which due to lack of communication... are known as lakes." So, a natural monument was torn off the map, and the removed piece ended up in the hands of a businessman.
SPAK should investigate: What communications took place between Mirela Kumbaro and Gjergj Luca during the border review process? Who directly benefited from this cartographic "correction"?
Resorts that challenge UNESCO
The removal of 802 hectares is not the only environmental crime in Butrint. During the audit, the KLSH found that the protected area is home to unauthorized construction and structures that conflict with the status of the National Park.
According to the materials provided, a construction by the AlbStar company (O.Rama), built on concrete foundations, literally stands on top of a 2500-year-old ancient wall. This investment, carried out during the time of Kumbaro, constitutes a direct violation of the UNESCO World Heritage Site.
Here too, the SAI finds serious inconsistencies: the management plans that should regulate any construction in this area are missing or have lost their validity. "The lagoons in the country, part of the network of protected areas, do not have valid management plans," the report states, adding that any activity carried out in them must be in accordance with these plans.
Another part of Butrint, the Vivari Canal, remains under the exclusive fishing rights of Klement Balili, a permit also signed by Mirela Kumbaro.
Armando Subashi, the mayor of Fier who is known as the owner of the Narta lagoon, has put up for sale the fishing ponds and, according to the 24th finding of the Albanian Supreme Audit Institution, opposes the inclusion of the Petriti lagoon in a protected area. This freshwater lagoon is a vital point in the Adriatic-Ionian corridor, one of the three global highways of migratory birds. For Subashi, hunting is a sport and lobbying with his powerful keeps him untouchable.
This same report by the Albanian Supreme Audit Office documents the environmental and financial crime of the Vlora Airport, the 500 hectares of pomegranates belonging to Edi Rama's Russian friend, Oleg Deripaska, the bar built on a natural monument in the Patoku lagoon, as well as the permits of the National Territorial Council signed by Kumbaro and Rama: decision no. 3, dated 23.10.2019, for the robbery of the lands of the residents of Baks-Rrjoll through the Gener2 company of Bashkim Ulaj, and decision no. 9, dated 08.02.2017, for Bexhet Pacolli in Divjaka.
Violation of the Ramsar Convention and the call for justice
Kumbaro's decisions do not only violate Albanian laws. Butrint is a protected area under the Ramsar Convention. The Albanian Supreme Audit Office calculates that Albania, with this action, has unjustly reduced the Ramsar area by 643.32 hectares, without notifying the Convention Secretariat. "This reduction is a violation of international conventions, which may result in penalties," the report warns.
Now that Mirela Kumbaro is before SPAK, these facts cannot be ignored. The KLSH report provides a strong evidence base that 802 hectares were not removed for public interest, but to pave the way for specific beneficiaries. /Pamphlet
