Before being appointed minister, Enea Karakaçi has been and remains involved in a large number of state boards and commissions, beyond the limits provided by law for public officials. According to the data, he has simultaneously exercised supervisory and decision-making roles in institutions directly related to the sectors controlled by the Ministry of Infrastructure and Energy. The situation raises strong questions about conflict of interest, multiple financial benefits and the way in which power relations within public entities have been built.
The new ministers create the impression that they are "amber" in their activities and work, but in fact they have "taints" of corruption and multiple connections of interests and benefits from previous positions within public institutions and entities.
The Minister of Infrastructure and Energy, Enea Karakaçi, is one of the darlings of the power tower, who has "eaten with several spoons" at the same time in every position. So, in addition to the main salary as director, he has also received several parallel payments in boards and commissions.
According to the law on participation in public boards, state officials are only allowed to be appointed to two boards or supervisory councils in parallel, especially in sectors that depend on the institutions they head, as this constitutes a conflict of interest.
Meanwhile, the Minister of Infrastructure and Energy, Enea Karakaçi, until 3 weeks ago when he was appointed to this position, and even now, continues to be a paid member of 8 boards, supervisory councils and state commissions.
State boards where he is a member
For 9 years, since the time he was a lawyer at the Energy Regulatory Authority and the State Attorney's Office, Minister Enea Karakaçi has been a member of these 8 state boards:
1. Board member at the state agency "Albanian Gas Service Company".
2. Board member at the Electricity Distribution Operator.
3. Board member at the National Natural Resources Agency.
4. Board member at the General Directorate of Road Transport Services.
5. Member of the Supervisory Council of the state-owned company "Prodhim Kabllo sh.a.".
6. Member of the Supervisory Council of the state-owned company "Petrol Alba sh.a.".
7. Member of the Commission for the Evaluation of Disciplinary Measures, taken by the Special Operational Unit of the Electricity Distribution Operator, OSHEE.
8. Member of the special permanent committees at the Ministry of Infrastructure and Energy, for granting licenses for design and implementation of investments, for the evaluation of real estate and granting the status of oilman.
The activity of the boards and supervisory councils in these institutions and state entities has had and continues to have a relationship of subordination, control and decision-making with Enea Karakaçi, in his duties as Director General at the Ministry of Infrastructure and Energy.
So, in a conflict of interest, Enea Karakaçi was a controller and orderly as a senior official in the ministry, and at the same time a board member who approved the budget, revenues, investments, expenses, profits, losses, tenders and punitive measures in the Electricity Distribution Operator, the Road Transport Directorate, the Natural Resources Agency, Albanian Gas, etc.
