After the plunder of coastal lands through the "Strategic Investments" law, the plan of Edi Rama and the construction mafia has begun to plunder the remaining lands on the coast, in preferred urban areas and hilly natural parks, through the "Mountain Package" scheme.
This scheme is being accompanied by the falsification of the status of lands even in areas where there are no mountains or even hills, a fraud perpetrated by Edi Rama, in collaboration with the mayors of municipalities, who are declaring as "mountains" areas of land and forest parks on the coastline.
After the mayor of Shijak, Elton Arbana, who declared 301 ha of land by the sea in Lalz and Maminas as a "mountainous area", the socialist mayor of Durrës, Emiriana Sako, and the democratic mayor of Kavaja, Fisnik Qosja, have falsified the status of the lands.
According to the government's decision on March 19, 2026, the mayor of Durrës, Emiriana Sako, has declared 14,710 hectares of land and forest parks in the coastal areas of the Municipality of Durrës as "mountainous areas", while the mayor of Kavaja, Fisnik Qosja, has declared 519 hectares of land as mountains.
Areas and surfaces declared "mountains" in Durrës
- Mountainous areas are declared in function of the "Mountain Package" project, 8217 hectares of land in the villages of Gjuricaj, Kapidanaj, Kërtushaj, Likmetaj, Kuraten, Lalëz, Bizë, Draç, Shetaj of the Ishëm Administrative Unit.
- 3881 hectares of mountainous land are declared in the villages of Armath, Borç, Kameras, Radë, Shkallë and Fshat-Manzë of the Manzë Administrative Unit.
- Mountainous areas, 2612 hectares of land in the villages of Romanat, Bozanxhije and Manskuri of the Rrashbull Administrative Unit, are declared
Areas and surfaces declared "mountains" in Kavaja
- Mountain areas are declared for the purpose of the "Mountain Package" project, 97 hectares of land in the villages of Kanaparaj and Seferaj of the Golem-Kavajë Administrative Unit.
- 227 hectares of mountainous land in the villages of Habilaj, Çetë and Zikular, of the Helmas-Kavajë Administrative Unit, are declared.
- 195 hectares of mountainous land in the villages of Peqinaj and Bagot of the Synej-Kavajë Administrative Unit are declared.
According to the definitions in the Durrës and Kavajë Cadastres and according to the map of the Geodetic Reference Framework of Albania (GRF), these land areas are not mountains, and it is visible to the naked eye that there are no mountains in Durrës and Kavajë.
But through deception and official falsification, carried out by the socialist mayor of Durrës, Emiriana Sako, and the democratic mayor of Kavaja, Fisnik Qosja, the lands on the coastal plain have been declared mountainous areas and surfaces.
That Prime Minister Edi Rama, with the alleged determinations of the local government, would rob and give them to his clients for villas, hotels and resorts, with the "Mountain Package" scheme./ Pamphlet
