Nepotism in the Municipality of Himara is not only with family connections of employees in the service sectors and at the lower level of administration, but also in the municipality's leadership, where decisions are drafted and approved.
With clues from a land dispute between two cousins, Llazar Theodhori and Panajot Rondo, and the construction of a resort on that land, "Pamfleti" has uncovered a nepotistic scandal in the leadership of the Himara Municipality.
In the position of Director of the Cabinet, Mayor Vangjel Tavo has appointed Ms. Blerina Bala, former deputy mayor of Himara Municipality and former acting mayor, appointed in March 2024, after the arrest of Mayor Jorgo Goro.
Meanwhile, the husband of the Director of the Municipality's Cabinet, Artan Bala, is a Member of the Himara Municipal Council, elected on May 14, 2023, as a representative of the National Albanian Alliance Party, a party in coalition with the Democratic Party.
It is not about the acrobatics that the woman, the Director of the Municipality's Cabinet, represents the Socialist Party, while her husband represents the opposition in the municipal council, but about the nepotism that creates favors for their construction business.
Husband Artan Bala owns and manages the construction company "Bala Konstruksion 21" sh.pk, established on September 28, 2021, when his wife Blerina Bala was deputy mayor of Himara Municipality and then mayor, and through her he has obtained several construction permits and contracts for property in the area.
Even now that she is the Cabinet Director, her husband receives building permits in Himara, one of which is in the process of being developed for the "Jonian Residences" resort, on land with a legal conflict between two cousins, Llazar Theodhori and Panajot Rondo.
They will resolve the land dispute according to the law, while the scandal lies in the fact that the director of the Municipality Cabinet, Blerina Bala, prepares the files and presents them to Mayor Vangjel Tavo for approval, including a building permit for the husband, which are approved by the Municipal Council of which he is a member.
Moreover, with Decision No. 34, dated July 28, 2023, the husband of the Director of the Cabinet, builder Artan Bala, has been appointed Member of the Municipal Standing Committee for Urban Development, Infrastructure and Public Services in the Municipality, which constitutes an open conflict of interest.
According to official data, the company "Beta" sh.pk, owned by a builder with a criminal record, Paqësor Buzi from Lushnja, has also entered the game for the construction of the "Jonian Residences" resort, along with the husband of the director of the Municipality's Cabinet./ Pamphlet
