Ministers enjoy making jokes and are greedy to "eat pears", but the fear of being handcuffed has terrified them and they are using the same signature delegation trick with their subordinates, which Prime Minister Edi Rama uses on them to legislate the bargains.
The same trick has been used by the Minister of Economy and Innovation, Delina Ibrahimaj, to carry out the bargains without leaving any trace of herself in the sale of public assets that were earmarked for privatization at ridiculous prices.
With Authorization No. 2006, dated March 4, 2026, Minister Delina Ibrahimaj has assigned the Director of Public Property Sales at the Ministry of Economy and Innovation, Gensila Ilo, to order, organize and finalize the entire process of selling state assets.
The authorization given by the minister states:
· Director Gensila Ilo will sign all documentation related to the procedures for the sale of the property being privatized, accompanied by the seal of the Ministry of Economy and Innovation.
· Will manage the process of selling public property and relations with third parties.
· Will prepare the closing of the public property sale process, the signing of sales contracts, the legalization of contracts, the authorization for the delivery of property and the verification of the areas of state property that will be transferred to private ownership.
· Will sign correspondence with state institutions, natural and legal persons for requests related to the confirmation of documentation and the provision of information on privatizations carried out over the years by the former National Privatization Agency, the former Directorate of Administration and Sale of Public Property, the former Directorate of Management of Public Property and the Directorate of Sale of Public Property.
So, the negotiations for the sale of state assets will be made by the government and its clients at prices that are convenient for them, then they will be sent to Minister Delina Ibrahimaj as a departmental competence, while the procedures, auctions, contracts with predetermined prices and the delivery of assets to private individuals will be signed by Director Gensila Ilo, who will also bear legal responsibility.
The Law on the Functioning of Public Administration only allows for the delegation of powers for a fixed period, but not powers that specifically belong to the minister. In this case, the decision to privatize public assets is the competence of the minister, while the directors must only implement the order.
To avoid criminal liability, Minister Delina Ibrahimaj did not make a temporary delegation of powers that could be implemented by subordinates, but gave authorization with a permanent order to Director Gensila Ilo to carry out all asset sale processes.
According to information, around 900 public assets are set to be privatized at very low prices in 2026. The agreements for them will be made by political leaders, while the documents will be signed by the director, who according to the law will be held responsible if the procedures result in violations./ Pamphlet
