Long-lived as Rama; Adelina Greca, the "lady of the territory" 13

Adelina Greca, the director of AKPT, held in office for 13 years by Edi Rama, faces charges of misuse of funds, conflict of interest and violation of the law on agricultural lands. From rigged tenders to conflicts of interest, some of the affairs that brought her to justice...

Prime Minister Edi Rama has kept Adelina Greca at the head of the National Agency for Territorial Planning since December 2013 until today, 2026, without any interruption. Greca comes to this post after a career in the Municipality of Tirana, where Rama built the foundations of his power.

AKPT is the central institution that drafts national development plans, issues compliance acts for every construction project in the country and monitors the implementation of planning legislation. In other words, without AKPT's signature, not a single square meter in Albania changes its destination, not a single tower is erected, not a single agricultural land is affected. And at the head of this institution since December 2013, stands the same woman: Adelina Greca.

In fact, Adelina Greca started her journey in the Municipality of Tirana during the years 2003-2011, when she worked as an urban planner in the institution headed by Edi Rama. For her “merits”, Babloku appointed her in December 2013 as the general director of AKPT, a key institution that holds the keys to the Albanian territory. Adelina Greca is considered so “valuable” that in the circles of the central institutions they call her the “lady of the territory” who cannot move from her chair. Therefore, after every scandal that has involved AKPT, she has continued to remain in office, passing without being touched by justice even though her name is associated with numerous affairs.

Some problematic issues during the 13 years at the helm of the AKPT:

– The issue being investigated is that of the 2022 earthquake funds, where the SAI found that AKPT had concluded 40 contracts worth 78.8 million lek without respecting legal procedures, favoring repeat operators and causing about 78 million lek in damage to the state budget.

– An issue still under investigation is that of the police station tender, where SPAK sent former MP Plarent Ndreca and 15 other officials from AKPT and partner institutions for trial, for a 54.2 million lek tender that caused 34.2 million lek damage, while the contract provided for the design of several police stations but only two of them were realized.

– An identified issue is the transformation of 120 hectares of agricultural land in Sukth for "Durana Tech Park", where the 2025 AKPT documents classified the area as agricultural land, but despite this, the project went ahead and a tender for 32.9 million lek was won by the company EURONDERTIMI 2000 before the park existed.

– An issue highlighted is that of the compliance act for the Roskovec power plant, where in March 2024 the AKPT issued a permit for a power plant on category B agricultural land, despite the objection of the Ministry of Agriculture, which considered construction prohibited on land with high fertility.

– The expansion of the "Alba Cosmetic" company in Porto Romano, on 2 hectares of land intended for social-cultural and sports services, without public hearings and without any measures from the AKPT to stop this deviation.

Atelier Albania, the pre-determined competitions platform created by AKPT

Through the Atelier Albania platform, which is run by Greca, dozens of international competitions have been organized where the winners have been predetermined. In November 2015, for the Gjirokastra bypass, Greca announced the winner before the jury had even evaluated the projects. The winner was the studio “Atelier 4”, a major government client, and the final project came out twice as expensive as the initial proposal, threatening the city’s historic center.

“51N4E”, co-administrator of Atelier Albania, has had its members on the juries that selected the winners, creating a clear conflict of interest: at the same time they organize the competition, sit on the jury and win the projects. For their implementation, “FUSHA shpk” has won without competition all the tenders for the requalification of “Skënderbej” square with 17 million euros and the Himara promenade contract with the highest bid. A narrow circle of people who have been sharing millions of euros from the state budget among themselves for years. We will talk about this circle below.

Sources indicate that Adelina Greca is connected to Turkish agencies, which have brought her even closer to Prime Minister Edi Rama. These relationships create a new dimension in her activity, raising the question of who enables and who protects these connections within Albanian institutions.

It is not difficult to understand for what services this "lady of the territory" has been kept at the head of the AKPT for 13 years, without even being touched by SPAK for the files involving the institution she heads.

She has managed to balance a whole network of interests, ensuring that no big name is hindered and no questions are asked. But behind the facade of the "lady of the territory" lies more than has been reported so far... /Pamphlet
