The German Federal Police raises concerns about information leaks and disclosure of actions in joint operations against crime...
In addition to the worrying reactions of German politics and diplomacy to the deviations that, according to critics, Prime Minister Edi Rama is making to the rule of law and the fight against crime, the German Federal Police has also reacted.
Information received by "Pamphlet" from sources in the State Police indicates that two weeks ago the German Federal Police warned the Albanian Police to cease cooperation in several specific files.
This warning was accompanied by the argument that Albanian Police leaders, in some cases of exchanging information for joint actions, have violated the confidentiality agreement in the bilateral partnership for the fight against organized crime.
The message sent to former director Ilir Proda, three days before his dismissal, was also accompanied by references to 17 new cases in the last two years, for disclosing actions, concealing evidence, failing to send data and delays in joint operations against crime.
The German Federal Police has previously had problematic experiences in cooperation with the Albanian Police. One of the most mentioned cases is that of the "Xibraka" gang, where according to reports, police leaders, in cooperation with the prosecutors of the case, uncovered the action and suspicions were raised about interference with the evidence in the file.
Another case mentioned is the joint operation with the Spanish Police and EUROPOL to crack down on a call-center network suspected of financial fraud, where according to security sources, cooperation with the Albanian police was considered problematic due to information leaks.
It is not known which are the 17 new cases of cover-up of actions, concealment of evidence, failure to send data and delays in joint operations that the German Federal Police has included in the warning to the Albanian Police for the cessation of cooperation in the fight against crime.
However, signals of this concern have been given earlier by German diplomacy and security structures.
On June 16, 2025, the Vice President of the Federal Criminal Police of Germany, Martina Link, came to Tirana and met with police leaders and the head of SPAK, Altin Dumani, where she raised concerns about the disclosure of several joint actions.
Two weeks after this meeting, on June 30, 2025, the Director of the State Police, Ilir Proda, was summoned to Germany, where he met with the Minister of the Interior of North Rhine-Westphalia, Herbert Reul, the Vice President of the German Federal Police, Peter Beiderwieden, and the Director of the Bundeskriminalamt, Holger Münch.
On November 17, 2025, German Foreign Minister Johann Wadephul arrived in Albania and met with Foreign Minister Elisa Spiropali. One of the main topics of their conversation was the credibility of the partnership in the fight against organized crime.
On January 20, 2026, a team from the Bundespolizei, one of the most important structures of the German Federal Police, arrived in Tirana to hold working meetings in Albania.
As is understood, these developments are the signals that two weeks ago were concretized with the warning of the German Federal Police to cease cooperation, due to the loss of trust in the confidentiality of information and in joint operations against crime.
The former head of SPAK, Altin Dumani, also expressed himself along the same lines, stating in parliament that in some cases cooperation with the State Police has been problematic due to information leaks and institutional non-cooperation./ Pamphlet
