With the mindset of being the owner of Albania, Prime Minister Edi Rama, on March 11, 2026, approved another government decision in favor of clients, family members, and persons he has licensed as "Strategic Investors" in state assets.
In addition to granting land on the coast, exemption from local and central taxes, and the construction of roads, water supply networks and electricity dedicated to every resort and hotel with state funds, Edi Rama has also given public beaches, almost free of charge, for rent at 33 lek per m² per year.
But some of the declared "Strategic Investors", although they have occupied public beaches and do not have contractual shares of resorts and hotels, have requested to take them with official documents, while those who are building are requesting beach areas.
In addition to their demands, all the so-called "Strategic Investors" on the coast had the same problem: they did not have a document for the term of use of the beach areas.
These requests were fulfilled by Prime Minister Edi Rama through Decision No. 153, dated March 11, 2026, with the aim of approving the standard model of the agreement concluded between the National Coastal Agency and the investor for the use of seashores, lakes and rivers as beach resorts.
According to this decision, in cases where the decisions of the Strategic Investment Committee do not specify a time limit for the use of seashores, lakes and rivers as beach resorts, this period will be 35 years of private use with a rental price of 33 lek per m² per year.
The government's decision entered into force on March 13, 2026, giving the so-called "Strategic Investors" the right, after occupying the beaches, to now also be provided with documents for their use for 35 years.
In addition to beaches on the coastline, Prime Minister Edi Rama has also included in the decision beaches on the shores of lakes and rivers where private individuals have built or will build guesthouses, hotels and campsites, also with a private use period of 35 years.
A month ago, Prime Minister Edi Rama and then Minister of Tourism, Culture and Sports, Blendi Gonxhe, declared that starting from the 2026 summer season, the surface area of public beaches will be increased by removing them from private use.
While three days ago, the decision was approved that beaches on the coast, lakes and riverbanks be given to private individuals almost free of charge.
In fact, this decision was ordered by Edi Rama, while formally the documents state that it was proposed by the Minister of Tourism, Culture and Sports, Blendi Gonxhe, and the Minister of Economy and Innovation, Delina Ibrahimaj, allegedly after requests from investors and hearings with citizens./ Pamphlet
