Controversial businessman Fatmir Bektashi is the owner with 100% of the shares and administrator of the construction company Kontakt. Bektashi, (partner with Sali Berisha's son-in-law, Jamarbër Malltezi), with two files in the Special Prosecution Office, one related to the former Partizani complex and the other to the file of the mayor of Tirana, continues to receive permits from Edi Rama's government for large construction complexes.
The company Kontakt, with its registered owner Fatmir Bektashi, owns 50% of the shares of the merger of the companies Kontakt shpk & Magnet Imo shpk. Meanwhile, the other 50% of the shares in the construction company Kontakt shpk & Magnet Imo shpk are owned by the company Magnet Imo shpk. Sali Berisha's son-in-law, Jamarbër Malltezi, with 40 houses, under indictment by SPAK together with Bektashi for corruption and money laundering, is the sole owner of the company Magnet Imo shpk.
The forms of operation in the affair with the former Partizani Club show that Jamarbër Malltezi is the actual owner of the company Kontakt shpk, which he used as an ATM for corrupt schemes and money laundering, acts for which SPAK has taken him to court. How Malltezi withdraws benefits from Bektashi's companies has also been shown in the SPAK file; With unregistered contracts, for consultancy services and patriotic contributions.
The Kontakt company, which camouflages the interests of Jamarbër Malltezi, has obtained permits for towers from Edi Rama in the area near Mali i Dajti, near Bulevardi i Ri, in Ali Dem, Farkë, Paskuqan and is even trying to obtain permits for towers in the Drilon National Park, a protected area. Every time Sali Berisha lost the parliamentary and local elections, Rama increased the permits for towers for his son-in-law, Jamarbër Malltezi, setting in motion the KKRRT and later the AZHT.

From the alleged heir of 113 m2 of land, Malltezi became the largest beneficiary of the towers with 35 to 50%.
In the same way, Malltezi has received permission from Edi Rama to build complexes of palaces and villas in Tirana such as "Mangalem 21", "Marga", "Magnet", "Kaimi", "Kadiu", "OXA", SiRi" and "Nokia", "Ballada", "Aba" and "Aba 1". Together with the 'Drilonit Forests' project, there are at least 12 complexes of palaces and villas for which Berisha's son-in-law has received permission from Edi Rama's government.
In addition to the company Magnet Imo shpk, seized by SPAK as a product of criminal activity, Sali Berisha's son-in-law also benefits from construction interests through several other companies, including Homeplan shpk and Magnet Gym and Fit shpk. Ironically, Sali Berisha's son-in-law, through Kontakt shpk, received a construction permit from Edi Rama even during the time when the GJKKO had isolated him under house arrest at the request of SPAK./ Prapaskena
