Kosovo will go to early elections, after it was unable to resolve the crisis over the President, based on the Constitutional deadline.
The elections will be held within 45 days and the Kosovo Assembly is practically dissolved. Attention will now be on the organization of the process, the second within 6 months, but also on the scenario that could lead to a confrontation between Albin Kurti, the acting Prime Minister, and Vjosa Osmani, the former President of Kosovo.
The latter has left open the possibility that in the early elections, the date of which will be determined by the incumbent President, she will compete and most likely she will return to the ranks of the LDK, or in full support of this party. This means that the possibility of a direct confrontation in the elections between Albin Kurti and Vjosa Osmani, two of the politicians in Kosovo who have had the greatest support in the elections, with the popular vote, cannot be ruled out.
The CEC in Kosovo has raised the alarm about the lack of budget for organizing the elections. Valmir Elezi, CEC spokesperson, says that holding another electoral process, the third within two years, presents a significant challenge for the CEC and its administration.
Elezi has announced that no regular electoral process is planned for 2026, and for this reason, funds for a possible early process have not been included in the budget allocations of this institution.
In short, there is no money, no funds have been determined for the early parliamentary elections.
" The first issue that will be addressed by the CEC is budget planning for the organization of these elections ," he said.
The last parliamentary elections held in December 2025 cost Kosovo 11.5 million euros, while it is not yet known what the financial cost for the upcoming elections will be.
" We cannot currently know what the approximate cost of organizing a process could be, because each process has its own specifics. The planned budget for organizing the last parliamentary elections, which were premature, namely those of December 28, was worth 11.5 million euros ," said Elezi.
Political clashes
Albin Kurti, the acting Prime Minister of Kosovo, did not spare accusations towards the opposition, after the Assembly failed to elect a new President and avoid a political crisis, which leads Kosovo to early elections.
Në një konferencë për mediat, në orët e para të 29 prillit, Kurti, i shoqëruar edhe nga kandidatja për presidente të propozuar nga Vetëvendosje, Feride Rushiti, ka akuzuar opozitën për bllokim të procesit dhe sjellje jo institucionale, duke thënë se ajo ka pamundësuar vazhdimin e raundeve të votimit për zgjedhjen e presidentes.
“Jemi këtu bashkë në Kuvendin e Republikës me kandidaten për presidente të Republikës, doktoreshën Feride Rushiti, e cila mbrëmë gjatë përpjekjes për të konsumuar raundin e parë të zgjedhjes së presidentes së re mori 63 vota që ishte dëshmi se Kosova si shtet i pavarur, si republikë demokratike, mund të ketë presidente të re, mirëpo ajo çfarë mungon është opozita, e cila me sjelljen e saj jo shtetërore, anti institucionale, me bojkotin dhe bllokimin pamundësoi konsumimin e raundit të parë për të vazhduar me raundin e dytë e të tretë”, ka deklaruar Kurti.
Por duket se partitë e opozitës kanë një tjetër qasje mbi krizën e shkaktuar që e çon Kosovënn ë zgjedhje të parakohshme. Për 3 partitë opozitare, PDK, LDK dhe AAK, mënyra se si Albin Kurti tentoi të gjejë një zgjidhje ishte e rrezikshme për demokracinë.
Sipas PDK-së, përpjekjet për të imponuar një proces të njëanshëm dhe jashtë kornizës kushtetuese kanë dështuar, ndërsa institucionet e Republikës dhe rendi kushtetues janë mbrojtur.
PDK thekson se "pushteti aktual mban përgjegjësinë kryesore për krizën e krijuar, duke e cilësuar atë si shkaktar të krizave të njëpasnjëshme politike, të keqqeverisjes, krizave ekonomike, shpërdorimit të besimit të qytetarëve dhe abstenimit nga përgjegjësitë ndaj shtetit dhe qytetarëve. Në përputhje me Kushtetutën, sipas kësaj partie, vendi hyn tani në një proces të ri zgjedhor". PDK kërkon nga Ushtruesja e Detyrës së Presidentes që të caktojë datën e zgjedhjeve brenda afateve kushtetuese, duke garantuar një proces të rregullt, të lirë dhe demokratik.
“Republika u mbrojt sot. Tani është radha e qytetarëve”, thuhet në reagimin e PDK.
Besnik Tahiri nga Aleanca për Ardhmërinë e Kosovës (AAK), në një reagim e konsideron si shpëtim për demokracinë në Kosovë, mosrealizimin e skenarit të Albin Kurtit.
Tahiri theksoi se në zgjedhjet e ardhshme, AAK-ja do të rikthehet fuqishëm.
“Me të vërtetë secilin qytetarë të Kosovës po e mban në ethe. Edhe ne seancën e fundit, kryeministri i Kosovës, e keqpërdori foltoren duke e goditur skajshmërisht opozitën, duke u mundu me hudh fajin tek subjektet opozitare. Nuk u fol për përgjegjësinë që populli i Kosovës ia ka dhënë partisë së parë. Është për keqardhje, është për dhimbje. Ajo që dua ta adresojë sot është se, “sot shpëtoi demokracia në Kosovë”. Pra sot, fitoi Kosova. Sot nuk iu nënshtruam diktatit të numrave. Pa dyshim që ky është një moment bukur sfidues, vendi po shkon në zgjedhje, themi se ky do të jetë momenti i rikthimit të madh të AAK-së”, tha Tahiri.
The leader of the Democratic League of Kosovo, Lumir Abdixhiku, has stated that Vetëvendosje saw the LDK candidate, Vjosa Osmani, only as a quorum and not as the country's president.
"We saw Vjosa as a worthy President of the Republic of Kosovo, but these votes were not given by the Vetëvendosje Movement. They did not want Vjosa, they did not vote for him, I believe that the people will have a different opinion. LDK will come with an excellent list," he said.
Abdixhiku, among other things, said that the party should enter into a process of unification and political reorganization within itself, also criticizing the way the current government functions.
"We are now in the election phase. It is up to LDK and me to make the great union of the right within LDK, and in this great union to bring together all the good people who will stop the institutional madness of this party, of an individual who is greedy for power and is incapable of minimal discussion with other parties."
The leader of the Democratic League of Kosovo, Lumir Abdixhiku, has declared that the country is heading to elections because, according to him, the government has demanded political submission.
"We are going to the elections because the government with 51% demanded submission. We chose the Republic. They asked for consensus. We gave it to them. We met. They asked for names. We said Vjosa. They ignored it. They asked for signatures. We gave them, 15 of them, as many as we had. In the end, they asked for the only thing they knew, submission.
