A video recently published online brought to light an old relationship between Altin Dumani and builder Andon Pango, a story that begins in 2006 with an apartment near the Zoo and continues with other assets, bank loans with unusual guarantees and building permits accompanied by problems over the years.
The publication of the video by Pamfleti did not bring a new event, but brought back to attention a story that has existed for years in documents, banks and property registries, a story that has never been explained simply to the public and that is directly related to the property and financial relations between Altin Dumani and Andon Pango.
This story begins in 2006, at a time when Andon Pango was active in the construction and real estate market in Tirana, while Altin Dumani made a concrete, documented purchase of an apartment of about 130 square meters near the Zoo, an area that even at that time was not considered a suburb, but an area where apartment prices were high and demand was strong.
In the purchase contract, the price listed is around 50 thousand euros, a value that for that area and for that period is significantly lower than the real market prices, a difference that does not require much calculation to understand, it is enough to look at other sales of that time in the same area.
But what makes this purchase worth stopping and thinking about is not just the price, it is the way it was financed, because out of 50 thousand euros, only about 9 thousand euros resulted from personal savings, while the rest was covered by a bank loan and the guarantor for this loan is Andon Pango himself, the man who was selling the apartment, a practice that does not usually happen in real life and that shows a much stronger financial connection between the parties than a normal sale.
This relationship does not stop there, because over the years other assets related to the same circle of relationships and with the same name appear, showing that the relationship between Altin Dumani and Andon Pango does not end with a single contract, but extends over time.
To understand this story, we must focus on the figure of Andon Pango, because we are not dealing with an ordinary citizen, but with a builder and property dealer who for years has built mansions and sold apartments in various areas of Tirana, especially near the Zoo, Farka and surrounding areas, where residential buildings and commercial units equipped with building permits from the relevant institutions have been erected.
These building permits, according to documents and complaints known over the years, have been accompanied by problems that residents have directly encountered, such as floor additions, project changes, discrepancies between what was approved on paper and what was actually built, problems that have been repeated and that have caused the name of Andon Pango and the companies associated with him to be mentioned in lists of institutions for violating construction conditions.
In parallel with these construction activities, Andon Pango also appears in financial roles, as a bank guarantor for property purchases, showing that he was not simply a builder or seller, but a person with real financial weight in these relationships, a fact that takes on a different meaning when related to later developments.
After about 20 years, Andon Pango ends up convicted of financial fraud worth around 500 thousand euros, a conviction that is a judicial fact and that sheds light on the way his economic and financial relationships have been built over the years. A decision that still has not been executed today.

When these elements are put together: buying an apartment below market value, a loan with a seller's guarantee, other assets over the years, buildings with building permit problems, and then being convicted of financial fraud, questions arise that are neither emotional nor political, but simply logical.
