
The decision for the technology park in Xhafzotaj passes three RTSH plots to the ministry, but two of them disappear from the project and are registered as "barren lands", ready to be given to private individuals...
With Decision No. 185, dated March 27, 2024, the government took away from RTSH 262 thousand m² of land in Xhafzotaj for the construction of “Durana Tech Park”. Documents show that only 140 thousand m² were included in the project, while another 122 thousand m² were taken out of it and registered separately by the ministry headed by Blendi Gonxhe. Their classification as “barren land” creates legal opportunities for lease or private auction, raising strong indications of plunder of state property and requiring criminal verification by SPAK.
An indication of the theft of state land is hidden within the decision to build "Durana Tech Park" in Xhafzotaj, which exists on paper as built and in operation, with 75 Albanian offshore companies that do not pay taxes and are used for money laundering.
With Decision No. 185, dated March 27, 2024, the government has removed from the ownership of the Albanian Radio Television three plots of land with a total area of 262 thousand 200 m2, belonging to the Antenna Radio Station in Xhafzotaj, Durrës.

These RTSH land areas, upon the proposal of Minister Blendi Gonxhe, were transferred by Prime Minister Edi Rama to the Ministry of Economy, Culture and Innovation, headed by Gonxhe himself, for the construction of the "Durana Tech" park in Xhafzotaj.
In point 2 of the decision signed by Edi Rama, it is stated that the "Durana" technological park will be built on 140,400 m2 of land belonging to the RTSH Radio Station, as a separate company, with investment managed by the Albanian Investment Corporation, headed by Elira Kokona.
The 140,400 m2 area designated for the "Durana Tech Park" project appears with property number 336, in cadastral zone 3852 Durrës, according to the territorial extension on the map of Xhafzotaj.
But in the government's decision for the "Durana Tech" park in Xhafzotaj, Blendi Gonxha's ministry also acquired ownership of two other parcels: property no. 338/1 with an area of 40 thousand 600 m2 and property no. 318 with an area of 81 thousand 200 m2 of the RTSH Radio Station in Xhafzotaj.
These two properties, with a total area of around 122 thousand m2, although they were transferred to the ownership of Blendi Gonxha's ministry for the "Durana Tech Park" project, were not included in the project, leaving only the area of 140 thousand 400 m2 for this park, the construction of which has not yet begun.
Blendi Gonxhe has left the two 122 thousand m2 areas out of the technology park project, registering them as separate assets of the ministry, but declared as "barren land", while they are the land of the RTSH Radio Station.
According to the legal classification, "barren lands" are those areas of state-owned land and territories that the government has the right to auction to give to private individuals, at 12 lek per m2 per year, for the construction of resorts or any type of business.
This fact should be taken by SPAK as evidence and investigated, for the scheme of removing two plots of 40 thousand 600 m2 and 81 thousand 200 m2 of state property from the "Durana Tech" park project in Xhafzotaj, given ownership by Blendi Gonxha's ministry.
An investigation must be conducted to find out why these areas were removed from the "Durana Tech Park" project, established by Decision No. 185, dated March 27, 2024, signed by Prime Minister Edi Rama.
