The government has signed a contract valued at nearly 1 billion euros with Elbit Systems for armaments, drones and the defense industry, at a time when the company was suspended from NATO procurement and under international investigations for corruption, while the value and financing of the deal have been kept secret.
The Albanian government has chosen to build the country's military modernization on a closed agreement, concluded without transparency and without parliamentary debate, with the private company Elbit Systems, a central player in the Israeli arms industry, at a time when NATO allies themselves are distancing themselves from this company due to investigations into corruption and serious violations of procurement rules.
In mid-2025, the Prime Minister's Office and the Ministry of Defense publicly presented this process as a strategic intergovernmental cooperation with the State of Israel, deliberately avoiding the fact that the core of the agreement is a direct contract with Elbit Systems , a private company that supplies the Israeli army with artillery, drones, ammunition, and surveillance systems, and that operates in the global market through lucrative contracts.
According to available data, the agreement includes the supply of the Albanian Armed Forces with ATMOS 155mm self-propelled howitzers, manufactured by Soltam Systems, a subsidiary of Elb, a tactical truck-mounted artillery system, with a range of over 40 kilometers when using advanced ammunition, designed for rapid strike, immediate displacement and integration with digital fire systems.
The same package includes the SPEAR 120mm autonomous mortars, soft-recoil systems, capable of being mounted on light vehicles, with minimal crew and capable of conducting precision fire up to 10 kilometers, giving Albanian ground units capacities that they currently lack.
The contract also provides for the supply of tactical drones, specifically the Magni-X model, a small quadcopter for reconnaissance and surveillance, capable of operating even in GPS jamming conditions, as well as the Thor drone, a heavier platform that can carry small ammunition and carry out limited air strikes, giving the Albanian army a new offensive capacity that has not existed to date.
The initial phase of the contract foresees the delivery of at least 10 drone units, but the documents speak of a later expansion, directly related to the establishment of production capacities on Albanian territory.
Një element kyç i marrëveshjes është transferimi i teknologjisë dhe ngritja e linjave të prodhimit për dronë dhe artileri në ish-Uzinën e Bakrit në Rubik, e cila do të shndërrohet në një qendër prodhimi ushtarak, duke e lidhur industrinë e re të mbrojtjes shqiptare drejtpërdrejt me teknologjinë dhe licencat e Elbit Systems.
Në letër, kjo paraqitet si ndërtim i vetëmjaftueshmërisë ushtarake, por në praktikë kjo do të thotë se një kompani private e pezulluar nga NATO do të ketë rol themelor në prodhimin dhe standardizimin e armatimit shqiptar për dekadat e ardhshme.
Një tjetër komponent i kontratës është rihapja e Shkollës së Aviacionit në Vlorë, me një fond publik prej rreth 9.2 milionë eurosh, ku Elbit do të furnizojë simulatorë fluturimi dhe programe trajnimi, duke e kthyer akademinë në një qendër rajonale për pilotë ushtarakë dhe civilë, çka e lidh edhe arsimin aeronautik shqiptar me një kompani që ndodhet nën hetim ndërkombëtar.
Ndërkohë që kjo marrëveshje po finalizohej në Tiranë, Agjencia e Mbështetjes dhe Prokurimit të NATO-s vendosi më 31 korrik 2025 të pezullojë Elbit Systems dhe filialin Orion Advanced Systems nga pjesëmarrja në tenderët e rinj të Aleancës, pas një hetimi të gjerë të udhëhequr nga autoritetet belge, në bashkëpunim me disa shtete europiane dhe me Shtetet e Bashkuara.
Hetimi fokusohet në dyshime për ryshfet, manipulim tenderash dhe përfshirje të ish-zyrtarëve të NSPA-së në skema ku kompani private përfitonin kontrata përmes pagesave të paligjshme. Si pasojë, u pezulluan 15 kontrata ekzistuese me vlerë rreth 100 milionë euro, 13 prej të cilave lidhen drejtpërdrejt me Elbit Systems.
Në këtë kontekst merr rëndësi të veçantë rasti i Mbretërisë së Bashkuar, i cili tregon se si partnerët kryesorë të NATO-s kanë reaguar ndaj të njëjtës kompani që Shqipëria po e përqafon pa rezerva.
Qeveria britanike kishte lidhur një kontratë afatgjatë me Elbit Systems për trajnimin e ushtrisë britanike dhe furnizimin me sisteme trajnimi dhe simulimi, një kontratë që arrinte vlerën rreth 2.6 miliardë dollarë. Pas auditimeve dhe verifikimeve të brendshme, autoritetet britanike konstatuan shkelje serioze të rregullave kontraktore dhe të standardeve të prokurimit, duke çuar në anulimin e kontratës dhe në distancimin institucional nga Elbit Systems.
Pra, në të njëjtën periudhë kur Londra anulonte një kontratë miliardëshe për arsye integriteti dhe rreziku reputacional, Tirana po nënshkruante një marrëveshje të re, të mbyllur dhe pa shpjegim publik.
Vlera reale e kontratës shqiptare nuk është bërë kurrë publike. Vlerësimet variojnë nga 400 milionë deri në 1 miliard euro. Burime të shumta flasin për një skemë financimi ku Elbit siguron kredi nga banka ndërkombëtare, ndërsa shteti shqiptar ofron garanci sovrane, çka do të thotë se shlyerja e kredisë, interesat dhe penalitetet eventuale do të bien mbi buxhetin e shtetit dhe mbi taksapaguesit shqiptarë.
None of these elements have been passed by Parliament, have not been publicly discussed, and have not been accompanied by cost-benefit analyses, even though it concerns the most sensitive sector of national security.
In this way, the Albanian government has chosen to build national security on a secret agreement, with a company suspended by NATO, with a realtor like Rony Yeffet, a personal friend of the "global leader", and with a financial burden that will weigh for decades.
This decision not only affects armaments, but also the way decisions are made in Albania, who controls the defense industry and who is responsible when contracts are closed away from the public eye. /Pamphlet
