In addition to the construction permits for villa, palace and tower complexes that he is obtaining for his daughter Argita, son-in-law Jamarbër and son Shkëlzen, as well as the post-earthquake reconstruction of his brother-in-law Agim Ramaj, the leader of the Democratic Party, Sali Berisha, has also included his niece Shpresa Breçani in the favors he is asking Edi Rama for.
On May 5, 2024, by Decision No. 6 of the National Territorial Council, signed by Prime Minister Edi Rama and Minister Mirela Kumbaro, the company "HFE Construction Sh.pk" received a construction permit for a complex with 3 buildings for apartments and a hotel with 4 floors above ground and 1 underground floor in the Lalzi area.
According to the register of the National Business Center, the company "HFE Construction Sh.pk" is 100% owned by Feriz Breçani, the husband of Shpresa Breçani, the niece of Sali Berisha, while the administrator is their son Endrit Breçani.
This company was created on January 10, 2023, while the construction permit was granted on May 5, 2024; a time speed that shows that, in addition to being intentionally created to do hotel business on the Lalzi coast, it creates the belief that Sali Berisha seeks and accepts favors from Edi Rama, in exchange for acting as if he is in opposition.
It is impressive that Shpresa Breçani's family company was established with a capital of 100 thousand lek, while after 3 weeks it increased its capital by 363 million lek; it even invested 2.3 million euros, for which it has not declared the source of income.
But it is hard to understand where these millions of euros come from, when it is known that Sali Berisha's niece was an accounting expert for the false balance sheets of the Gërdec factory, the fraudulent company "Belle Air", "ARMO" and other companies of Rezart Taçi, the 7 phantom companies of Damir Fazlliçi and Argita Berisha, the "Partizani" tower company of Jamarbër Malltez, the gambling company of the Italian mafia group "Sacra Corona Unita", etc.
Shpresa Breçani's son turns out to be the owner of the "Primavera" tourist residential complex in Lalzit Bay, built on land that was stolen from the "Preza" and "Kalaja" families, with the signature of Uncle Saliu when he was prime minister.
