The High Prosecutorial Council has approved several decisions at today's meeting related to the organization of the management structures of the district prosecutor's offices.
The High Prosecutorial Council (KLP) has appointed today the head of the Tirana Prosecutor's Office for a 3-year mandate. This is Prosecutor Arens Çela, who will exercise his functions as Chief Prosecutor of Tirana until January 2029.
The decision was made after the approval of the assessment report and verification of assets and figure, confirming to Tirana the head of one of the most important prosecution offices in the country.
At today's meeting, the KLP also decided to initiate verification procedures for the head of the prosecution in Fier, Elion Mustafaj.
"The Council discussed and approved the start of the asset and character verification procedures for the candidate for reappointment to the position of Head of the Fier Prosecutor's Office, Mr. Elion Mustafaj. Moisi Duda was selected by lot as the rapporteur for this verification procedure," reads a statement from the KLP.
“ Pamphlet ” has published a series of documents that reveal blatant discrepancies in the education and career of Elion Mustafaj, who worked full-time at the Durrës Prosecutor’s Office, while studying “full-time” at the University of Tirana. Despite denunciations and 7 criminal charges, he was appointed head of the Fier Prosecutor’s Office in June 2023.
The new file published by "Pamfleti" confirms the suspicions of document falsification and clear conflict of interest in Elion Mustafaj's career. At the age of 24, he started working as a chancellor at the Durrës Prosecutor's Office, while he declares that he was pursuing university studies "full-time". In addition to problems with graduation and professional activity, Mustafaj has 7 criminal charges pending, while his wife benefits financially from a person convicted of robbery in England.
This verification procedure by the KLP can be both an integrity test, but also a professional one, for the Council, in terms of verifying assets, but also character, a process that also determines the progress in the career of prosecutors.
The Council also approved the start of the verification of assets and character for the candidate applying for appointment to the position of head of the Lezha Prosecutor's Office, Arben Nika, as well as the drawing of lots for the appointment of the rapporteur. For the development of this verification procedure, rapporteur Erind Mërkuri was drawn.
After reviewing the reports prepared by the Disciplinary Commission, the Council approved the suspension of the disciplinary proceedings initiated against magistrate Dritan Gripshi, acting as prosecutor at the Prosecutor's Office at the Court of First Instance of Berat" and the continuation of the review of disciplinary proceedings no. 1259 prot., dated 28.04.2025, of the Inspector. Also, the decision to terminate the disciplinary proceedings without a final decision was approved.
At the same session, the KLP also approved Altin Dumani's request to engage as a lead expert in an international training for prosecutors, investigators and judges from Kosovo, organized by the British Embassy in Pristina. The decision comes a few days after Dumani completed his three-year mandate as head of SPAK. Dumani currently serves as prosecutor and head of the foreign jurisdictional relations sector.
