Why is the palace in "The Red Wheel" called "Mirela Kumbaro's Palace" and what should SPAK investigate...
This building with 9 floors above ground and 1 floor of underground parking, in the "Red Wheel" beach area in Durrës, is rumored to belong to Mirela Kumbaro, given as a gift by a trafficker with a construction business.
Just as government officials receive millions of euros and wealth illegally, as a reward for favors with building permits and public land for palaces, towers and resorts, this palace is also said to have been given as a gift to Minister Mirela Kumbaro on the beach of Durrës.
The permit for this building was granted to the company "Bega 07" of the drug trafficker Arben Muçobega and "AKM Group", owned by his son Kristi Muçobega and nephew Armand Muçobega, included in the group of builders favored by the influence of their "godmother", Mirela Kumbaro.
This is confirmed by Decision No. 53, dated April 2, 2024, for the construction of a 9-story building above ground and 1 underground floor, on "Pavarësia" Street - Durrës, signed by Edi Rama and Minister Mirela Kumbaro.
Here's why it's called "Mirela's Palace"
Since this construction permit was issued outside the regulatory plan of the Durrës beach area and contrary to tourist, environmental and archaeological provisions, the Territorial Development Agency did not sign it until October 31, 2024.
It was Mirela Kumbaro's influence on Prime Minister Edi Rama and the preparation of falsified and illegal urban, environmental and archaeological documentation that paved the way for the construction of the palace in the "Red Wheel" area of the Beach - Durrës. For this very reason, the building is called "Mirela Kumbaro's Palace".
It may not be true, but it is a fact that with the influence of "Bablok" and with documents signed by Mirela Kumbaro, the company "Bega 07" of the trafficker Arben Muçobega, within 2024 alone, has obtained several construction permits in Himara, Durrës and Tirana, on state lands given for free.
This information constitutes evidence for an investigation by SPAK, to verify whether the palace was given to Mirela Kumbaro as a gift by the trafficker Arben Muçobega, as a reward for favoritism with building permits and public land.
Because Mirela Kumbaro's name has appeared in several other SPAK files, specifically in the "Small Point" affair of land within Butrint Park, given to the oligarch Idajet Ismailaj for a complex of villas and mansions; in the permit given to the "Hako" sausage company for a kebab shop in the center of Butrint; in the Ilir Beqja file for the theft of EU funds and in many other affairs.
Building permits and land that Arben Muçobega received, also signed by Mirela Kumbaro. During 2024 alone, in favor of the "Bega 07" company of the trafficker Arben Muçobega, Minister Kumbaro has brokered and signed 5 building permits for resorts, palaces and towers:
- Permit No. 34, dated April 2, 2024, for a resort with 1–5 floors above ground and 2 floors underground in Potam – Himara.
- Permit No. 53, dated April 2, 2024, for a residential and service building with 7 to 9 floors above ground and 1 underground parking floor, on “Pavarësia” street, Durrës, which is said to be the “Palace of Mirela Kumbaro”.
- Permit No. 15, dated July 9, 2024, for a residential and service building with 22 floors above ground and 4 floors underground, on “Teodor Keko” Street, Unaza e Re – Tirana.
- Permit No. 13, dated September 25, 2024, for a resort with a hotel, villas and services in Himara.
