The arrest of Sami Mazreku has brought back to public attention a long chain of suspicions, scandals and institutional decisions, which, according to public reports and materials collected over the years, have transformed the Kosovo Insurance Bureau (KIB) into one of the most problematic points of the insurance industry in Kosovo. This arrest is not only being seen as a criminal act against an individual. Public opinion also reads it as a key moment to investigate an entire system of institutional protection and empowerment.
According to repeated allegations in public opinion, Sami Mazreku would not have been able to build his influence and activity within the BKS without political and institutional support. In this context, the names of Besarb Blakaj, former chairman of the Administrative Council, Sokol Havollit, former deputy governor and currently director of the Municipality of Pristina, Rexhep Idrizaj, as well as the former governor of the Central Bank of Kosovo, Fehmi Mehmeti, are mentioned. The allegations suggest that these officials played a key role in the appointment, protection and continuity of Mazreku in decision-making positions in the BKS, despite numerous signals of abuse.
One of the most controversial aspects of Mazreku’s tenure was the implementation of the “Quantix” system at the BKS, a system that was reportedly installed without full transparency, at high cost, and without clear guarantees for data control and integrity. Criticism has been persistent that the system has not increased accountability. Reports allege that it was also used as an instrument for centralizing power and selectively controlling processes.
In parallel, reports have mentioned massive departures of workers, often without clear professional justifications, raising suspicions of institutional cleansing and replacement with people close to or subordinate to management. Unions, former employees and internal sources have repeatedly raised the alarm about pressure, intimidation and degradation of professional standards within BKS.
Scandals reported over the years also involve questionable compensation payments, lack of basic documentation, including cases without police reports, and the distribution of millions of dollars in funds that, according to internal audits, are not justified through regular procedures. These findings raise a key question: why did the oversight institutions not act in a timely manner?
Against this backdrop, Mazreku's arrest is being seen as a breaking of a long silence, but also as a serious test for justice. Will the investigation stop at just one individual, or will it extend to the institutional network that is suspected of having protected and encouraged him? Responsibility cannot be limited to the implementers alone. It must also include the decision-makers who, through their actions or inactions, created the ground for what is today called in public opinion the "insurance mafia."
Today, a thorough, independent and uncompromising investigation is required, not only into the actions of Sami Mazreku, but also into the role of all those who installed, protected and kept him in power, while scandals piled up and citizens' trust in the insurance system collapsed.
