Salillari's Borsh road was stolen 5 months after construction; the government gave 1.6 billion lek to Bashkim Ulaj to rebuild it and the works were again done by "Salillari"...
A theft of public funds, committed through fraud, was carried out in collaboration between the leaders of the Albanian Road Authority, the company "Salillari Sh.pk" of Pëllumb Salillari and the company "Gener 2 Sh.pk" of Bashkim Ulaj.
The fact is this: on January 8, 2021, just 5 months after construction and handover, the Borsh road cracked, slid and went out of service, although it had an investment value of 14.5 billion lek and was built under a maintenance contract by the company "Salillari Sh.pk".
Builder Pëllumb Salillari, the Municipality of Himara, and the Road Authority drafted a technical report on the road landslide, publicly misleading the public as if the cause was rainfall, even though the warranty for this road was 10 years.
The audit conducted by experts from the Supreme State Audit Office on January 11, 2021, found that the cause of the landslide was not rainfall, but the failure to implement the technical project by the company "Salillari Sh.pk" and the lack of maintenance after construction, an obligation that belonged to this same company according to the contract.
In the KLSH report and in the criminal complaint filed with SPAK for fraud with the project and poor quality of works, the ARRSH leaders were requested to have the reconstruction of the damaged section of Borsh road carried out by the company "Salillari Sh.pk", at its own expense.
But the Road Authority, instead of forcing Pëllumb Salillari to rebuild the road at his own expense, held another tender with the subject: "Emergency - Avoiding landslides on Borsh Road", with a fund limit of 1.6 billion lek.
The tender was awarded to the company "Gener 2 Sh.pk" of Bashkim Ulaj with 99.99% of the limit fund, but the Road Authority allowed the works to be carried out again by the company "Salillari Sh.pk", which was itself the cause of the landslide, due to the failure to implement the initial project and the poor quality of the works.

This fact emerged during the investigation conducted by agents of the National Bureau of Investigation, who submitted to SPAK a file with evidence of economic crime related to the Borsh road project.
But for 5 years since the start of the investigation, SPAK has not questioned the builder Pëllumb Salillari, despite the evidence of the KLSH and that discovered by the BKH.
Meanwhile, the Borsh Street file does not appear in the case records investigated by SPAK, a fact that raises suspicions that the case may have been quietly dismissed or is being delayed due to exceeding the deadlines.
Likewise, there has been no action on the three criminal reports filed against Pëllumb Salillari for the construction of buildings without permits in Tirana, for the destruction of the protected area in Lumas, Kuçova, for forgery and corruption with tenders, for the 60 million euro concession of the Port of Vlora and for the land grabbing for a photovoltaic energy park in Fier./ Pamphlet
