With Decision No. 15, dated January 15, 2026, Prime Minister Edi Rama transferred 10 percent of the state shares of “Air Albania” from “Albcontrol” to the Ministry of Economy and Innovation. The decision is not accompanied by any economic analysis or official report. Information indicates that the move aims to transfer these shares to Sinan Idrizi's “MDN INVESTIMENT” company, to make it the majority shareholder, despite debts of around 100 million euros and investigations weighing on the airline. The transfer creates indications of another privatization bargain to the detriment of the public interest.
A government decision, signed a week ago by Prime Minister Edi Rama, for the transfer of shares of the company "Air Albania", as well as information provided by "Pamfleti", raise suspicions of another affair in favor of his friend and realtor, Sinan Idrizi.
The fact is this: on January 15, 2026, with Decision No. 15, Prime Minister Edi Rama removed the 10 percent share of the shares in the company "Air Albania" from the state-owned company "Albcontrol" and transferred it to the ownership and administration of the Ministry of Economy and Innovation.
There is no explanation or official economic report for the National Business Center, as well as no accompanying report in the government's decision, as to why Edi Rama transferred the 10 percent state shares that Albcontrol owned in "Air Albania" to the Ministry of Economy and Innovation.
But there is information that this move is part of another deal, with the aim of donating these state shares to the company "MDN INVESTMENT" sh.pk, owned by Sinan Idrizi, to make him the majority shareholder with 59 percent, while for seven years he has owned 49 percent of the shares in the company "Air Albania".
The Ministry of Economy and Innovation has no real interest in taking on the burden of the partnership in the company "Air Albania", which has been bankrupt for a year. According to information, Minister Delina Ibrahimaj acted on the orders of Edi Rama to propose the transfer of shares.
"Air Albania" has around 100 million euros in debt for aircraft leases and services, taxes, fees and fuel at Rinas and foreign airports where it operated, employee salaries and catering services, for which it is in international court proceedings and under investigation by SPAK.
After the formal transfer of shares, Prime Minister Edi Rama, through Minister Delina Ibrahimaj, is suspected of intending to carry out the next affair, transferring 10 percent of state shares to Sinan Idrizi's company "MDN INVESTMENT" sh.pk.
According to information, this affair in favor of Babloku's friend and realtor is expected to be carried out through two schemes:
The free issuance of shares, with the justification of Sinan Idrizi assuming part of the debt, around 10 million euros, for 10 percent of the shares of the Bablok charter company.
Selling shares for a symbolic value, or donating them, considering the state's participation in the company "Air Albania" as "useless", with the justification that the company is bankrupt.
Legally, the Ministry of Infrastructure and Energy, as well as "Albcontrol", do not have the authority to sell or donate public shares. For this reason, Edi Rama transferred them to the ownership of the Ministry of Economy and Innovation, as this ministry administers public shares and assets and is the only authority that can carry out privatizations.
It is no coincidence that Edi Rama signed this decision two months after the partner company "Turkish Airlines" announced the sale of the 49 percent of the shares it owned in the company "Air Albania", as well as one month after the indefinite suspension that the Civil Aviation Authority imposed on the activity of this company. / Pamphlet
