The investigative editorial team of Shqiptarja.com has discovered that Unifi, which had opened a branch in Albania after the parent company was registered in the USA, where Adrian Shatku, an Albanian from Peshkopia, had established his powerful business in New York, had established ties with Argita Berisha since 2010. The studio of the daughter of the then Prime Minister Sali Berisha, had received from Unifi Communications Inc a first installment of 7,656 euros, sufficient only to launch a study on the possibility of investments. As was the case with the same scheme that the daughter's clients were privileged, Berisha on October 21, 2010 signed a personalized VKM with no. 840 for Argita's client, with which he allows ''UNIFI Holdings Inc. Company - Albania branch, to carry out the relevant study and for the extension of the international submarine fiber optic cable Bari (Italy) - Lalzi Bay (Albania)''. Ilir Meta, who was Berisha's minister at the time, also voted for this decision, although in a conflict of interest since Shatku was Monika Kryemadhi's cousin.
And it was precisely this decision of the Berisha government that was carried to the end by Ilir Meta and Monika Kryemadhi. SPAK says that Meta-Kryemadhi collaborated with Shatku and put the state administration in his service in the interests of his companies. Monika Kryemadhi has been talking to Adrian Shatku about every step since November 2013, even referring to him as 'cousin' on several occasions, while she has been moving various institutions and ministers of that period in his interests. The Special Prosecution Office says that Shatku was also the cousin of Ema Çoku, another person accused of laundering the money of the Meta-Kryemadhi couple.
The goal according to SPAK is confirmed by all the communications that Adrian Shatku has made with Monika Kryemadhi, Emond Haxhinasto, Ema Çoku, Piro Xhixho, Ermal Topalli (former director at the Ministry of Transport) and Rudolf Papa, former chief of staff at AKEP. Monika Kryemadhi organized meetings for Shatku and Ilir Meta to achieve the goal.
"On March 6, 2014, Adrian Shatku was notified by Monika Kryemadhi to go to Ilir's office the next day," the file states.
The entire effort of Meta-Kryemadhi is finalized on April 1, 2014 when there is a signing of the agreement for optical fibers and this is the communication between Kryemadhi and Shatku.
The insistence on the project continues but it is stuck in the government, also due to the refusal of the Minister of Innovation at the time, Milena Harito, and to pass the decision-making there is a long communication between Kryemadhi and Shatku with Edmond Haxhinasto, at the time Minister of Infrastructure. Pirro Xhixho also enters the game, who intervenes through letters and meetings. After efforts, permission for the construction of optical lines was granted on May 5, 2015.
Regarding the issue of interconnection for call transfer, SPAK highlights in the file that the key figure for this is Piro Xhixho, then head of AKEP. Xhixho mediates with mobile phone companies so that Shatku can reach an agreement.
"Monika Kryemadhi together with Ilir Meta have used their political power to control and order the Chairman of AKEP, citizen Piro Xhixho, to create all the conditions in order for the company UNIFI Holdings Albania Branch to enter into an interconnection contract with the company Vodafone, as well as to benefit from as many minutes for transit as possible. From the conversations held between Monika Kryemadhi and Piro Xhixho, it results that the latter has established his authority as chairman of the AKEP board of directors, completely in function of the economic and political interests of Ilir Meta and Monika Kryemadhi, violating the legal obligation that determines that "AKEP is a legal, public person which is managed by the Board of Directors which is independent in making decisions and operates on the basis of internal regulations, approved by the board itself. The Steering Council consists of 5 members, who are elected by the Assembly, upon the proposal of the Council of Ministers. "In his messages to Monika Kryemadhi, Piro Xhixho addresses the latter by the name "Mona", while when it comes to Iliir Meta, he addresses him by the name "the boss and the great one" , it is stated in the SPAK file.
The mayor is interested in and communicates with company representatives and private businessmen, whom he says Meta himself has welcomed into his office.

SPAK ka zbuluar në telefonin e Kryemadhit, një skemë se si do të ndahet fitimi me Monika Kryemadhin që merrte 32.85%, Unifi e Shatkut vetëm 16.42%, pasi gjysma e fitimit i takonte një biznesmeni tjetër.
SPAK arrin në përfundimin se Adrian Shatku i ka dërguar Monika Kryemadhit të dhënat për ndarjen e fitimit të interkonjeksionit, ku Monika ka përfituar përkatësisht nga 34 mijë euro në muajt korrik dhe gusht 2014, ndërsa në muajin shtator fitim i neto ka qenë 102 mijë euro por nuk dihet nëse është ndarës sipas skemës M: 32.85% dhe unifi 16.42% dhe biznesmeni 50.78%.
Nga të gjitha bisedat e zhvilluara midis Monika Kryemadhit dhe Adrian Shatkut, organi i akuzës ka arritur në konkluzionin se këta dy persona flasin si bashkëpuntorë dhe ortake të biznesit të interkoneksionit të thirrjeve telefonike. Gjatë gjithë bisedës lidhur me këtë aktivitet Adriani dhe Monika flasin në numrin shumës duke u marrim letrën dhe tua përplasim”, “t’ia hegim licensën” ctj. shprehur “ne”, “pjesën tonë”,

Përfitimet konsistojnë në pagesa për udhëtimet dhe akomodimin e Monika Kryemadhit në Amerikë dhe Angli, pagesa për blerje në dyqanet Maçapani në vlerën 12,000 USD, pagesën në shumën 3200 Euro për shpenzime arsimi për B.M, etj. Gjithashtu Monika Kryemadhi ka përfituar një kartë krediti Amerikan Expres nr. 3743 231151 31009 e cila është lëshuar nga kompania American Expres, llogaria bankare nga e cila është rimbushur karta nuk është identifikuar ende nga autoritetet gjyqësore të Britanisë së Madhe. Nga të dhënat e bisedave dhe email-eve është vërtetuar se Monika Kryemadhi ka përfituar edhe nga aktiviteti ekonomik i kompanisë UNIFI Holdings. Ine, Dega Shqipëri, dhe në të paktën dy raste është përfituese e dy shumave prej 34,638 Euro”, konkludon SPAK.
