On Friday, May 15, 2026, the Minister of Justice, Toni Gogu, was at the "Luigj Gurakuqi" University of Shkodra, where he met with the leaders and professors and delivered a lecture to law students, on the topic: "Justice and Albania's integration into the EU".
Among the leaders who met with the Minister of Justice, Toni Gogu, at the University of Shkodra and applauded his lecture on justice was Administrator Mark Molla, sentenced to 8 years in prison for forgery and theft.
Minister Gogu delivered the lecture to the students, instilling moral values to be fair and equal in the handling of investigations and trials when they enter the justice system, or as lawyers in the state administration.
However, in this specific case, the Minister of Justice's lecture on justice is worthless, when the professors and students of the "Luigj Gurakuqi" University in Shkodra have as their Administrator a person sentenced to prison for forgery and theft.
With his appointment, the Law on the Decriminalization of Public Administration was thrown into the trash by the University Board, with a majority of representatives from the Ministry of Education, which appointed the convicted Mark Molla, by arbitrary order of Minister Mirela Kumbaro.
For such management positions, the main criterion is that the official has not been convicted by a final court decision and that there has been no abuse in the administration of state institutions or companies in previous duties.
Meanwhile, Mark Molla, in addition to being sentenced to 8 years in prison for forgery and theft, has several criminal records for corruption and theft of public funds even when he was Administrator of the Shkodra Water Supply until May 2022, and by decision of the Supreme Audit Office, his dismissal and permanent exclusion from public administration have been recommended.
But on April 2, 2026, Mark Molla was appointed Administrator of the "Luigj Gurakuqi" University of Shkodra, by order of the Minister of Education, Mirela Kumbaro, although, in addition to the sentence, on May 20, 2026 he reaches the age for old-age pension.
