Last weekend, more precisely on Saturday, May 16, 2026, the Minister of Agriculture, Andis Salla, went to the restaurant of trafficker Gjergj Luca, for an alleged conversation within the framework of food development with EU standards.
To serve it as a working visit, the trafficker Gjergj Luca, with the tag given to him by Edi Rama, had ordered Arbian Mazniku, or as they now call Nesti Angoni, Minister of Local Government and political leader of the Socialist Party for Elbasan, and MP Sara Mile, to accompany Minister Andis Salla in front of the cameras and then to the restaurant to eat fish dishes.
When Gjergj Luca offers you fish, it is known that he is in a big trouble, as he has done with some prosecutors and judges; or he has a vested interest; while those who "eat his fish" mean that they have signed what he asked for.
In this specific case, the trafficker is seeking 10 hectares of additional state-owned land in Labinot near the "Rozafa Fish City" factory and restaurant; land for which, according to information, the Minister of Agriculture, Andis Salla, has ordered the formal auction papers to be drawn up at a rent of 5 lek/m2 per year.
It is no surprise that Minister Andis Salla also "ate the fish" of trafficker Gjergj Luca; because many other ministers, on the orders of Prime Minister Edi Rama, have dined in his restaurant and signed decisions to donate assets.
But the connection of Minister Andis Salla in the bargain with the trafficker Luca is not difficult, since he has a lot of experience in dirty work with criminals and land thieves, created during the years when he was the director of the Prison and a lawyer in the Elbasan Cadastre, as well as the Mayor of Cërrik until 2 months ago when he was appointed minister./ Pamphlet
