Tirana is drowning in concrete and no one is talking. Or rather, everyone is talking, but not about what is needed. The National Council of Territorial Affairs, led by Edi Rama, has approved the permit for a 45-story tower in the heart of the former Blloku, one of the busiest urban areas in Europe.
The official beneficiary is the Roen Company of businessman Rreoland Jegeni, once known as an ardent "oppositionist" in Lulzim Basha's meetings. But digging beneath the surface of this permit reveals not just another urban planning violation, but a family alliance that unites the government, the opposition and the landowners in a single bargain: Blendi Gonxhje, Rreoland Jegeni, Shkëlzen Berisha and the Xhabafti family.

Rreoland Jegeni, once seen as the voice of business oppressed by the Rama government, is not simply a former opposition figure who "saw the light" and crossed over to the other side. But who made the land available? The land where the 45-story tower will be built belongs to the Xhabafti family, described by the opposition as "Blendi Gonxhja's mercenaries". The Xhabafti are not simply property sellers. They are part of a broader mechanism that directly serves Gonxha's interests. In this scheme, the Xhabafti provide the land, Jegeni provides the company and capital, while Gonxhja and Edi Rama put the final signature. A perfect triangle of interests that now turns out to be connected by family ties.
But such an agreement, on such a large scale and in such a sensitive area as the former Bloc, could not survive without a political umbrella to appease the opposition. And here comes the character who ties all the threads together: Shkëlzen Berisha.
According to Pamfleti's sources, the son of opposition leader Sali Berisha is the "godfather" of this bargain. Shkëlzen Berisha is both a close friend of Blendi Gonxha and part of the deal that is building this concrete monster. His presence in the equation serves as an insurance policy: a guarantee that the official opposition will not seriously attack this project and that everything will pass in silence.
And here we come to the question that has puzzled us for months: why has Sali Berisha, who does not hesitate to attack anyone connected to power, never touched Blendi Gonxha with facts? Why do his attacks on the man who signed the urban destruction of Tirana always remain at the level of rumors that do not hold up? The answer now seems clear: because any real attack on Gonxha would expose his son's close friend, Shkëlzen Berisha, and would unravel the bargain of the 45-story tower. The doctor is content with a few nails thrown in the air, while the concrete monster rises in silence.
The 45-story tower in the former Bllok is not just a construction project. It is the monument to a family pact between the government and the opposition, sealed between secret ties and protected by the silence of those who should have spoken.

Ka aq shumë kjo praktikë për të folur por për çudi s'u përmend kurrë e nga askush, sidomos nga pseudo-reformatorët e 2013 kur erdhën në pushtet.
