Coup against the University of Shkodra: how UNISHK is being held hostage

The clash over the administrator highlights the struggle between reform and the political caste that has controlled "Luigj Gurakuqi" University for 34 years through nepotism and clientelism.

The turmoil and scandals at "Luigj Gurakuqi" University in Shkodra have not stopped.

The Ministry of Education and the Municipality of Shkodra, beyond any legal limits, have blocked the situation, holding hostage the administration of one of the country's most important universities.

Everything has happened these days as a result of an attempt to keep the university administrator, Mark Molla, in office, outside of any legal rules.

The administrator, according to the law, can no longer continue in office, having reached retirement age and, according to every legal norm, must be replaced immediately.

But Molla has sent a letter to the University's Board of Directors, requesting to continue his mandate, postponing his retirement.

This request does not seem spontaneous at all, as he seems to enjoy the support of the Board, the Ministry of Education, and the Municipality of Shkodra.

This places the situation in a pure institutional coup, as the law gives the university's rector, Professor Tonin Gjuraj, all the attributes of running the institution.

The rector is an institution elected by the vote of the faculty and students, while the administrator is an appointed position.

The situation has escalated so much that Rector Tonin Gjuraj has asked the Minister of Education to stop this institutional coup, even threatening to resign.

"The University of Shkodra deserves a dignified, capable administrator who, in addition, knows how to properly administer scientific research funds and European projects, which also require skills in foreign languages, because it is not just about bricks and mortar.

"So, we need a person who works for the good of the university, who is transparent and who is not under the influence of anyone outside the 'Luigj Gurakuqi' University of Shkodra," emphasizes Rector Gjuraj in a letter to the Minister of Education, Mirela Kumbaro.

He then follows with a strong warning:

"I believe that reflection is needed on the created situation, prioritizing the highest interest of the university and Shkodra. I still hope that there is time for reflection until noon."

If the best solution is not found, I am forced to reconsider my position. I have come with clear goals and the ambition to change this institution, together with you. I did not come for a salary or for the position of rector.

If I review my position, then, as a moral and institutional obligation, I will inform the public and Shkodra of the reasons.

"I have sought partnership and cooperation, but I cannot accept imposition in fulfilling the objectives announced for UNISHK before public opinion."

Keeping the administrator outside of legal criteria is another attempt by the Shkodra political caste to hold the "Luigj Gurakuqi" University hostage.

Since his election as rector, the political and criminal caste of Shkodra has not left Tonin Gjuraj and the new democratically elected staff alone for a single day.

Through corrupt levers, an attempt has been made to sabotage the university's transformation plan, with the aim of keeping the 34-year-old quagmire alive.

The University of Shkodra has turned during the years of transition into a hive of nepotism, where the professorship is filled with children and family members of the political caste, keeping a corrupt dome afloat.

The political caste has used the "Luigj Gurakuqi" University as a nest of crooks for political and clientelistic gains.

Meanwhile, the new rector is aiming for the point-by-point implementation of the Higher Education Law, which guarantees university autonomy through institutions elected by the free vote of professors and students.

The attempt to keep administrator Mark Molla outside the legal criteria is clearly an attempt to stop the reform course at the university and to keep intact the 34-year-old web of nepotism, corruption and criminal circles./ Pamphlet
