Following the complaints and investigation, the Police Supervision Agency arrested the Chief of the Saranda Police Station, Gëzim Bashllari; the Crime Investigation Specialist, Andi Duro; the Order Specialist, Ajdin Ismailaj, and the area specialist, Robert Çullaj.
They were arrested on charges of: "Abuse of office; committing arbitrary acts; failing to take measures to end the illegal situation and collaborating in allowing an unauthorized construction on the coast and in the water", suspected of taking bribes.
One of the police's duties is to verify building permits and carry out legal procedures when there are violations, based on citizen complaints and requests for information for assistance, which are sent to them by the head of the Municipality.
The investigative group has its own clues and evidence about the illegal actions committed by Saranda police officers who were arrested for favoring unauthorized construction.
But in this specific case, those who saw, allowed and did not stop the construction without a permit are the mayor of Saranda, Oltion Çaçi, and his two subordinates: Eduart Veliu, Chief Inspector of Territorial Protection, and Aleksandër Lilo, Chief of Municipal Police.
The municipality is the institution that administers, manages and controls the territory in Saranda, while Mayor Oltion Çaçi is the authority that verifies construction, especially when receiving information from citizens, as was the case in this particular case and is the case in many other cases.
Even if Mayor Çaçi doesn't see or pretends not to see the unauthorized constructions because his bags of euros "close his eyes and mouth," the Municipality has the Inspectorate for Territorial Protection and the Municipal Police, which are tasked with checking constructions, whether they are with a permit or without a permit.
Why isn't the mayor of Saranda, Oltion Çaçi, who allowed the construction without a permit, also arrested?
Why aren't Eduart Veliu, Chief Inspector of Territorial Protection, and Aleksandër Lilo, Chief of Municipal Police in Saranda, arrested, who did not stop and report that unauthorized construction and many other constructions?

Even some constructions and occupations of public spaces in the city of Saranda were carried out and permitted in exchange for bribes by the Chief of Municipal Police, Aleksandër Lilo, a former police officer and former Judicial Police Officer in Saranda.
While in those positions, Aleksandër Lilo was expelled from the police and sentenced to 9 months in prison for collaborating with criminal groups, concealing and destroying evidence, obstructing criminal proceedings, delaying investigations, soliciting bribes to reduce sentences, and accepting bribes from drug traffickers and persons under investigation.
Meanwhile, Mayor Oltion Çaçi, a month after taking office, appointed Aleksandër Lilo as head of the Saranda Municipal Police, where he is using him as a broker for illegal construction on the coast and the occupation of public spaces./ Pamphlet
