From Lushnja to Saranda to Poliçan, the government is distributing dozens of hectares of land and energy licenses to people connected to Prime Minister Edi Rama. Behind the “green energy” boom lies a clientelistic scheme where companies with no history in energy, with symbolic capital and partners close to the government, are receiving 49-year permits for millions of euros in investments.
The construction of photovoltaic parks in Albania has become the most profitable business in recent years. Under the slogan of "clean energy" and green transition, the government is distributing public lands, licenses and favors at a frightening pace to companies connected to people close to power.
From south to north, the names appearing behind the photovoltaic parks are not well-known international energy companies, but businessmen, partners and political clients of the Rama government. The scheme is the same: companies are created with minimal capital, they receive licenses for energy plants or strategic status, and then public lands and permits are converted into assets worth millions of euros.
In the last government meeting alone, three important decisions were approved for the construction of photovoltaic power plants in Lushnja, Saranda and Poliçan. On paper, they appear to be private investments in renewable energy. But behind the companies are names directly linked to Prime Minister Edi Rama's inner circle.
One of the main beneficiaries is the company “3X ENERGY”, which has received approval to build a photovoltaic power plant with a capacity of 70 MW in Savër, Lushnja, with an operating term of 49 years. The decision was signed by the government and gives the company the right to control one of the largest energy projects in the area for decades.
Behind this company are Agim Xhindoli and Adrian Dule. The latter owns only 10% of the shares, but is considered one of Edi Rama's closest people. Adrian Dule is publicly known as the person who made available to Rama the studio to make clay pots.
But the connections don't end there. The same name, Agim Xhindoli, is also involved in the company "PARK SOL ENERGY", which has received from the government the right to build another photovoltaic park with a capacity of 50 MW in Saranda, also with a 49-year operating term.
So, within the same day, the government has distributed two major energy projects to companies associated with the same names and with people close to the prime minister.
But another even stronger case is related to the company "X One", which has received approval to build a 54 MW photovoltaic power plant in Poliçan.
Në pamje të parë, “X One” duket si një kompani e zakonshme. Por historia e saj tregon se si funksionon skema e klientelizmit në sektorin energjetik.
“X One” është krijuar më 21 maj 2021 nga Ylli Ujka dhe Çesk Ivanaj, me një kapital simbolik prej vetëm 10 mijë euro. Dy ortakët zotëronin nga 50% secili. Por gjithçka ndryshon më 23 shkurt 2024, kur 26% e aksioneve i shiten për vetëm 2600 euro Ilir Trebickës.
Trebicka konsiderohet një nga biznesmenët më të afërt me Edi Ramën dhe është përmendur shpesh si përfitues i pronave publike, lejeve të ndërtimit dhe projekteve strategjike. Pas hyrjes së tij në kompani, “X One” nis të marrë një seri favorizimesh nga qeveria.
Vetëm pesë muaj pas hyrjes së Trebickës në kompani, më 23 korrik 2024, qeveria i jep “X One” plot 137 hektarë tokë shtetërore në zonën Baqel-Kodhel të Lezhës për fermë dhe resort turistik me status “Investitor Strategjik”.
Më pas, në nëntor 2024, një tjetër kompani e lidhur me Ylli Ujkën dhe Ilir Trebickën, “Grand Park Skyline”, merr leje për ndërtimin e tre kullave gjigande mbi 147 mijë metra katrorë tokë shtetërore pranë Gardës së Republikës në Tiranë.
Tani e njëjta kompani shpërblehet edhe me park fotovoltaik në Poliçan.
Në thelb, skema duket e qartë: njerëz të lidhur me pushtetin futen ortakë në kompani të vogla dhe menjëherë pas kësaj nisin të përfitojnë toka publike, leje ndërtimi, status strategjik dhe projekte energjetike shumë milionëshe.
Por lista e përfituesve nuk ndalet këtu.
Në mbledhje të tjera të qeverisë kanë marrë licenca apo miratime edhe kompani të tjera të lidhura me emra të njohur biznesi: “TEKNO FIRE” e Gramoz Çejkut, “KRONOS KONSTRUKSION” e Vasil Jovanit apo “SOLEN ENERGY” e Agron Kovaçit.
Në të njëjtën kohë, Enti Rregullator i Energjisë ka dhënë mbi 64 licenca për impiante fotovoltaike deri në prill 2025. Pjesa më e madhe janë projekte të vogla nën 2 MW, të cilat përfitojnë automatikisht çmim të garantuar të blerjes së energjisë prej 95.04 euro/MWh.
Në teori, kjo skemë u krijua për të nxitur investimet në energji të rinovueshme. Në praktikë, ajo është kthyer në një treg licencash ku kompani pa asnjë eksperiencë reale marrin leje vetëm për t’i rishitur më pas me fitim operatorëve më të mëdhenj.
Pra, nuk kemi të bëjmë me zhvillim real energjetik, por me trafikim licencash dhe spekulim financiar.
Në shumë raste, kompanitë që marrin licenca nuk kanë as staf teknik, as histori në energji dhe as kapacitete financiare. Ato ekzistojnë vetëm si mjete për të marrë lejen dhe për ta kthyer atë në aset tregtar.
Dëshmia më e fortë e pazareve me fotovoltaikët janë rasti i Amantia Xhafaj e Ditjon Baboçit, vajza dhe dhëndri i ish-ministrit e deputetit Fatmir Xhafaj.

The company "DION Energji" sh.pk is 50% owned by the daughter and son-in-law of Fatmir Xhafaj and 50% owned by the builder Artan Sako, brother of the former chief guard Gramoz Sako, currently the mayor of Tepelena, who built Linda Rama's palace and received around 170 million Euros in tenders during Edi Rama's 13 years in power.
Through "DION Energji" sh.pk, the couple Amantia Xhafaj and Ditjon Baboçi and their partner Artan Sako, have received the concession for the investment, construction and use of the Photovoltaic Park in Topoja, Fier, located on the coast of Seman beach.
Another name in the news in the sector is Agim Zeqo, considered one of the government's favorites. According to market sources, Zeqo has secured several licenses for 2 MW photovoltaic projects, which do not actually exist on the ground and are expected to be sold to other operators.
Nikolin Jaka, through the company "Alb Sun Energy", also turns out to be a beneficiary of the scheme. The company was created with a minimum capital of only 100 lek, but has received a license for photovoltaic projects and public space for rent. In the absence of real experience and capacities, the approval of these projects raises serious questions about the standards followed by the ERE.
As citizens are asked to pay ever higher prices for energy, the government is building a new clientelistic industry on public lands and renewable energy. With decisions signed at government meetings, dozens of hectares of land are passing into the hands of companies linked to the government, with contracts lasting up to 49 years.
Instead of an open and competitive market, the photovoltaic energy sector is turning into a closed club of oligarchs, political partners, and businessmen close to the government.
And the question that remains is: is the energy transition being used as an excuse to distribute public assets to government clients? / Pamphlet
