The "experience" of dirty deals with properties and tenders during 5 years as legal chief at the Elbasan Cadastre and during 6 years as mayor of Cërrik, the Minister of Agriculture, Andis Salla, is massively applying it to tenders and auctions in this ministry.
The first agricultural land market in Cërrik
According to the official document, the Minister of Agriculture, Andis Salla, two weeks after taking office, ordered the General Directorate of Economic and Support to unblock the lease of 40.66 hectares of state agricultural land of the former farm in the Municipality of Cerrik, in 3 plots with No. 292, No. 293/1 and No. 294/1.
The leasing of these areas was blocked by the former Minister of Agriculture, Anila Denaj, with Order No. 234, dated March 7, 2025, with the subject: "Suspension of the process for leasing state-owned agricultural land, former farms in the Municipality of Cerrik".
While Minister Andis Salla, at the end of September 2025, after taking office, decided to cancel the order suspending the lease of this land and ordered it to be leased, although, as he himself states, this matter is in litigation between the ministry and the private entity.
But Minister Andis Salla has removed from the official website the order suspending the lease of 40.66 ha of land from the former farm in Cërrik and the file of this auction, in order to hide the name of the entity or individual who took it and will give it back, whose name "Pamphlet" is investigating.
The second market with agricultural lands in Maqellarë of Dibra
In mid-April 2026, the Ministry of Agriculture published the procedure for leasing 25.9 hectares of state-owned agricultural land in the village of Vojnik in Maqellara in Dibër, an auction in which 5 private entities participated.
But in the Public Procurement Bulletin dated May 18, 2026, the Minister of Agriculture, Andis Salla, published the announcement of the cancellation of the auction, with the justification, or more precisely, the deception that the ministry is allegedly unable to determine the initial price of the land lease.
When the rental prices of state-owned agricultural lands for each region, municipality and administrative unit are determined by Law No. 8318, dated April 1, 1998, and by Government Decision No. 373, dated June 20, 2018.
The fact that the auction was canceled 10 days after the "Works for Albania" meetings that Minister Andis Salla held in Dibër on April 25, 2026, accompanied by the leaders of the Socialist Party, raises suspicions that he broke the bargain with what he had predetermined and decided to give 40.66 hectares of land in Maqellarë to the one the party had decided./ Pamphlet
