Some senior officials are being penalized, but not others, for whom there is evidence of corruption and theft...

There is no denying the truth that SPAK has shattered the myth of the invulnerability of politicians, government officials, and leaders of crime groups linked to the political elite, by seizing, arresting, and investigating well-known figures.

But SPAK has created the perception of acting with double standards towards subjects of corruption and organized crime: against some it has carried out criminal proceedings, arrests in prison and house arrests, seizures and blocking of passports, while some are not even investigated.

Against Lefter Koka, Alqi Bllako, Erion Veliaj, Ilir Beqja, Ilir Meta, Sali Berisha, Vangjush Dako, Fatos Tushe, Fatmir Mediu, Lefter Alla. Arben Ahmetaj and most recently against Belinda Balluku, SPAK has imposed criminal measures and brought them to trial.

It is the court that will ultimately prove whether or not the SPAK prosecutors have the charges against them based on legality and evidence, as they have proven in several cases, and for some the cases have been dismissed or returned for further investigations.

But SPAK is not penalizing several other senior officials, such as the prime minister, ministers, general secretaries, mayors, and central directors, for whom there are criminal reports with written evidence and evidence found by the BKH and SPAK themselves.

For example, while it prosecuted Ahmetaj and Balluk, SPAK did not request handcuffs and did not even investigate and prosecute Edi Rama, Engjëll Agaçi, Blendi Gonxhe, Blendi Klosi, Ogerta Manastirliu, Mirela Kumbaro, Pirro Vengu, Anila Denaj, Bledar Çuçi, Dritan Agolli, Armando Subashi and others, for whom there is extensive evidence, also related to the accusations against the officials under investigation and prosecuted.

SPAK has also arrested and is investigating traffickers, smugglers and money launderers, who have been provided with business licenses and construction permits for towers, palaces, resorts, tourist agencies, customs, transport, yacht ports, enforcement offices, private police, hotels, farms, non-banking agencies and concessions.

But it does not start investigations, or even when it does start investigations, it stops them, drags them out and leaves them in oblivion, for oligarchs and traffickers turned businessmen; who, in collaboration and bargaining with the prime minister, ministers, mayors and other high-ranking officials without being penalized, have extorted billions of lek of state funds and assets.

Although the trail of numerous written evidence for "1 Euro" contracts, strategic investors, concessions, donations of land on the coast, beaches, land, buildings, permits for towers, palaces and resorts, has led to Prime Minister Edi Rama, he has not even been questioned as a person with knowledge.

SPAK is not prosecuting Pëllumb Salillari, Bashkim Ulaj, Janis Karathano, Tomë Doshi, Gjergj Lucë, Lul Morinë, Rrok Gjoka, Andrea Çauşi, Roland Ziu, Artan and Gramoz Sakon, Ndue and Agim Kola, Hasan Hafizi, Pëllumb Betaj, Odise Bresho, etc., who, in bargaining with untouchable government officials, have extorted millions of euros in tenders and public assets./ Pamphlet
