Until when will the chief police officer of the criminal gangs continue to be at the head of the State Police?
Part of the group linked to Police Chief Ilir Proda is also citizen Petrit Selman Cara, with a criminal record for drug trafficking, human trafficking and wanted persons, with false documents to EU countries and illegal international transportation of money from criminal activities.
On January 27, 2021, the Police, through Operation "Migration", organized after information from German and French partners, arrested Petrit Cara and his group of 7 people, for falsifying "Covid 19" tests and work contracts for EU countries, in exchange for a payment of 600 Euros.
Five other files on Petrit Cara's criminal activity are related to human trafficking to France, England, Germany, Italy, the Netherlands, Norway, Sweden, etc., through the agencies "European Travel" and "Star Tours_2014" and after 2020 with his agency "Anumi Travel".
Petrit Cara began carrying out these criminal activities when his friend Ilir Proda was head of the sector against crimes against life and personal liberty at the State Police Directorate.
Petrit Cara added to the flow of human trafficking, the transportation of illegal money and drugs in the years 2016-2019, when Ilir Proda was in the section for the investigation of narcotics and crimes against the person and property at the General Directorate of the State Police and after October 2024, when he was appointed director.
Several times in these duties, Ilir Proda intervened to prevent his friend, the chief trafficker Petrit Cara, from being affected; even before he was arrested on January 21, 2021, Ilir Proda, at that time Deputy Director for Criminal Investigation in Korça, intervened to have his name removed from the police operation lists, but he failed, because his name was in the file sent by the German and French police.

The name of the chief trafficker Petrit Cara is in the files of the police, the prosecution and the Anti-Mafia partners of EU countries, but he is also listed as a friend of police officer Ilir Proda, for 1 and a half years the General Director of the State Police.
The connection was created by the brother of co-trafficker Ylli Cara, who also has a record of other crimes; whose name came up during Ilir Proda's vetting, as a co-partner in the "Sara&Kristi" car rental company, and as the financier of the purchase of 2 apartments for Ilir Proda in Tirana.
As a reward, Chief Police Officer Ilir Proda rescued Ylli Cara on April 25, 2025, when, together with his gang, he seriously injured and took hostage an OSHEE billing employee.
Police Chief Ilir Proda, with the power of his authority over the police, continues to protect his two trafficking friends, the brothers Ylli and Petrit Cara, from being hindered or harmed for the trafficking activity they carry out through their tourist agencies "Anumi Travel" and "Star Tours".
It was Chief Police Officer Ilir Proda who escaped arrest and criminal prosecution, his friends from the "Cara" gang, when they organized a trap for the failed murder of a citizen.
While Ilir Proda has been saved several times by former ministers, Fatmir Xhafaj, Sandër Lleshaj and Bledar Çuçi, and the directors of AMP, hiding the deeds of their connections with crime.
