The Albanian Ambassador to Germany, Aida Sakiqi, has been charged with abuse of office and falsification of official documents, while the investigations are also related to the employment of a Russian citizen in the embassy staff. According to reported information, the case was identified after verifications by German partner agencies and SHISH. The case has also opened a debate on the role of Liaison Officers in embassies and international agencies, as well as the lack of reaction from central institutions to the suspension or dismissal of the ambassador.

Albania's ambassador to Germany, Aida Sakiqi, has been charged with abuse of office, forgery of official documents and the employment of a Russian citizen on the embassy staff.

Based on information from partner agencies, the German Federal Security Service (BfV) and the SHISH report, the Russian citizen employed at the Albanian Embassy in Germany has been dismissed. He appears to have been hired through connections with Ambassador Aida Sakiqi, now a defendant but still in office.

Preliminary verifications have revealed that the Liaison Officer, appointed by the Ministry of Interior and the State Police at the Albanian Embassy in Germany, had not reported the employment of the Russian citizen in the embassy's management staff.

After the publication of this case, "Pamphlet" received information that speaks of the concealment of information by Liaison Officers in other Albanian embassies and at Interpol, Europol, and the South East European Center (SELEC).

According to the law, Liaison Officers are representatives of the State Police in Albanian embassies and international police cooperation agencies, tasked with exchanging and reporting information with the security services of host countries.

Four reports from partner agencies, sent in December 2024 to Prime Minister Edi Rama, the Minister of Foreign Affairs, the Minister of Interior and the Director of the State Police, mention cases of Liaison Officers who have not forwarded information to the services of EU countries, Interpol, Europol and SELEC.

Following these reports, the Prime Minister approved Decision No. 221, dated April 17, 2025, on the appointment criteria, duties, obligations and legal responsibilities of Liaison Officers attached by the Ministry of Interior and the State Police to Albanian embassies.

However, according to reported information, there are still Liaison Officers in some countries who do not follow up and exchange the information collected, thus not fully reporting cases related to criminal activity based in Albania.

The Liaison Officers Sector is part of the international cooperation structure at the State Police Directorate and is obliged to report any information to the Police Director.

According to reports from partner agencies, there are cases when Liaison Officers in some EU countries have not forwarded information regarding wanted persons, drug traffickers or other criminal activities with links to Albania.

It has also been alleged that information received from partner agencies and security services in the countries where they are attached has not been reported, failing to submit it to the relevant structures in Albania.

The case of the employment of a Russian citizen at the Albanian Embassy in Germany is cited as an example, as the Liaison Officer did not report this fact, although the issue is related to the security of the diplomatic representation in one of the main EU countries.

According to information, the Russian citizen has accompanied publicly unidentified foreign persons to the embassy headquarters and has had frequent contact outside the embassy with Ambassador Aida Sakiqi.

So far, there has been no official reaction to the dismissal of Ambassador Aida Sakiqi or her exclusion from the diplomatic service, although she has been taken into custody by the justice authorities./ Pamphlet

    Pse kaq budallenj ju qe shkruani keta artikuj? Ose ne se nuk jeni budallenj, dhe i kuptoni gjerat se si qendrojne realisht, pse nuk i thoni hapur? Vertet mendoni se ata oficeret nderlidhes veprojne sic jua thote koka dhe mendja e tyre? Ne se do ishte keshtu dhe shteti do ishte vertet ligjir, ata do ishin pas hekurave sot.... Ata, kur dergohen ne ambasada, zgjidhen, studjohen e kontaktohen nga titullaret me te larte te institucioneve perkatese, ku marrin dhe "porosi" konkrete. Pra nuk shkon kushdo, apo permes te ashtuqujturave konkurimesh. Si puna e tenderave jane edhe konkurime e tyre. Pastaj, ju gazetaret e ketij artikullu, ose nuk kerkoni informacione shtese, se kush jane keta oficere nderlidhes apo kontakti, si kane shkuar dhe pse instifucionet perkatese nuk reagojne? P.Sh. MEPJ ta pyesni, pse hesht, si per Sakiqin ashtu dhe per ata nderlidhesat, se dhe ajo ka nje lloj pushteti mbi ta... Prandaj ceshtja eshte shume e koklavitur zoterij.....Kemi te bejme me piramide apo rastesi????

      Sepse ka ligj dhe vendime qeveritare te cilat nuk jane ndjekur e duke qene se per nje nepunes publik ligji eshte busulla, keta njerez kane bere dicka te paligjshme. Sakiqi jo vetem qe ka punesuar rus dhe persona te dyshimte por ka bere presion edhe mbi oficerin e nderlidhjes te mos denoncoje..
