Russia states that it remains open to talks with European Union countries, but opposes any attempts at negotiations that, according to it, rely on pressure or ultimatums.
Kremlin spokesman Dmitry Peskov said there are strong reasons for restoring contacts between Russia and Europe, citing the large number of unresolved issues in relations between the parties. According to him, European countries should reconsider their approach to dialogue with Moscow.
Peskov argued that some European governments mistakenly believe they can negotiate from a position of strength, based on what he called a perception of Russia's weakness. He warned that such an approach would not produce results.
President Vladimir Putin has previously expressed his willingness to hold talks with European leaders, but stressed that the initiative must come from the European side, as relations were severed by EU countries after the start of the war in Ukraine. Since 2022, the European Union has imposed 20 packages of sanctions on Russia.
After a long period of limited diplomatic contacts, signs are emerging in Brussels of a gradual opening of channels of communication with Moscow. A European official said that the office of the President of the European Council, Antonio Costa, has held brief diplomatic contacts with the Kremlin in recent weeks with the aim of keeping communication open.
Austrian Chancellor Christian Stocker has also spoken out in favor of a more active diplomatic engagement, arguing that the European Union should use the current momentum of peace talks in Ukraine to push for the resumption of negotiations with Russia.
However, diplomatic rapprochement efforts do not enjoy full support within the EU. During the recent summit in Brussels, several member states expressed dissatisfaction with the lack of prior consultations and demanded that the focus remain on increasing pressure on Moscow.
On the war front, Ukraine continues to intensify drone attacks on targets inside Russian territory. Kiev claims that these operations are affecting Russia's strategic infrastructure, while Moscow disputes this assessment and declares that it will continue military operations until its objectives are achieved or a diplomatic agreement is reached.
Authorities in the Moscow region said an 8-year-old girl was killed in a Ukrainian drone strike on the Russian capital and surrounding areas. The attack also set off a fire at a major oil refinery southeast of Moscow, the second such incident in as many days.
Peskov confirmed that drone strikes were continuing and said Russian authorities were taking measures to limit their consequences. He added that clashes would continue, while the conflict remained without an imminent political solution.
