Erald Mata, Agim Isaku and Safet Isaku are accused by the justice system as part of a drug trafficking and money laundering group. With a company with a capital of 875 euros, they secured the construction permit for the 14-story tower in Lalzit Bay, while the money from the trafficking from London is being laundered in Tirana, including at the famous "Van Gogh" restaurant.
On April 18, 2025, the National Council of Territory and Water approved with Decision No. 34 the construction permit for a hotel-residential complex in Lalzi Bay. The project envisages 1, 3, 13 and 14 floors above ground, with a maximum height of +47.52 meters. The plot has an area of 7333 square meters and is located in the Ishëm Administrative Unit of the Municipality of Durrës, along the Fushë-Bize Road. The total construction area above ground reaches 10301.3 square meters. The design belongs to the Spanish studio "Estudi Toni Girones SL" in collaboration with "UDV Architects".
A 14-story tower will be the tallest building in the Lalzi Bay area, where so far the government has only granted permits for tourist complexes and villages, up to 4 floors, while with this course, the entire area is expected to be transformed into a second Golem.
The developer is the company "BPI - Blessed Property Invest" sh.pk, with capital of only 100 thousand lek, about 875 euros. The sole owner with 100 percent of the shares is Erald Mata, born on January 24, 1990 in Peshkopi, the son of a well-known doctor. The company's administrator is Agim Isaku, born on August 6, 1985 in Lejçan, Dibra.
The company was registered on February 19, 2025, just two months before the KKTU approved the construction permit. The Territorial Development Agency has confirmed that the plot has an agricultural character and that there is no current structure on the land. So, it is about converting agricultural land into a resort project with a tower on the second coastline of the most expensive area of the Albanian coast.
According to the new reference prices approved by the government in January 2026, the first line of construction in Lalzit Bay and Hamallaj leads the entire Albanian coast with 190 thousand lek per square meter, above Dhërmi, Ksamil and Velipoja. The village of Bize is expressly included in this high-price zone.
Money laundering network from London to the Gulf of Lalzit
Sources close to SHISH and partner services confirm that behind this project lies a well-organized money laundering network. Cocaine money from London is being laundered in Tirana, including at the famous Van Gogh restaurant, inside the Square 21 complex.
Agim Isaku and his brother, Safet Isaku, together with Erald Mata, have built a cartel of companies from Tirana to London. Their connections have been documented since 2018. On April 23, 2018, the three founded the company "IBIZA 2018" sh.pk in Durrës, a bar-restaurant in Lalzi Bay, where each held 33.33 percent of the shares. Three months later, on July 24, 2018, the activity was suspended and the company's status remains suspended.
In the United Kingdom, the Isaku brothers ran at least eight companies between 2018 and 2025 in collaboration with several Macedonian nationals. Four of them have been forcibly dissolved from the British register: SOFITEL HOLDINGS LTD and SOFITEL INVESTMENTS LTD, both on 7 September 2021; BRASERIA LTD on 15 February 2022; NOAH'S HOLDINGS LTD on 6 August 2024. A fifth company, QUEENSWAY BREAKFAST CLUB LTD , of which Safet Isaku is an active director and beneficial owner with over 75 percent, entered compulsory liquidation on 17 May 2023. The proceedings remain active.
The head office address of these companies is Flat 1, 40 Queensway, London W2 3RS. The same address also appears as Agim Isaku's personal residence. Three other restaurant companies where Safet Isaku is listed as a director, OLD SPICE RESTAURANT LTD, MINT LEAF FOOD LTD and CAFE 24 LTD , all established on 29 October 2019, are listed today with a proposal for deregistration and overdue accounts.
The name "Blessed Property Invest" appears in both countries. In the United Kingdom, BLESSED PROPERTY INVEST LTD was founded on October 26, 2020 with an address in Stanwell and has as directors Erald Matë and Ibrahim Gashi, with Irish citizenship. Agim and Safet Isaku do not appear as directors of this British company. While in Albania, "BPI - Blessed Property Invest" sh.pk was registered with sole owner Erald Matë and administrator Agim Isaku.
These London companies serve as a catalyst for laundering cocaine money. The dirty money is funneled through a series of registered businesses with the same people as the directors, with funds moving from one company to another through fake invoices, internal contracts and fake loans. The forced dismantling of some of them from the British register shows that the authorities have identified them as vehicles used to hide the origin of criminal capital, while other companies continue to operate to create a new layer of legitimacy.
