The tender for the concession of the Milot-Balldren road, 17 kilometers long, is a long history of delays on the orders of Prime Minister Edi Rama, not out of concern to find technically specialized companies, but out of a desire to accept a financial bargain under the table.
Several times, "Pamphlet" has denounced this delay as intentional, because the government could have built 17 kilometers of road within a year, but is delaying it due to corrupt interests and "a little" hatred towards the north, creating traffic jams and chaos, especially during the summer season.
If we didn't have information that corruption is also behind the Milot-Balldren road PPP, we would consider it a bureaucratic procedural delay or failure to submit bids.
But it is a corruption affair prepared in the palaces of Prime Minister Edi Rama with the oligarch who will give the biggest bite; a fact proven by the two decisions that "Pamphlet" is publishing.
1. On October 9, 2018, the concession was awarded without competition to the "ANK" company of former SP MP, Ndue Kola, worth 161.5 million euros excluding VAT and administration of the toll road for 13 years.
2. In March 2019, Prime Minister Edi Rama canceled the contract signed with the company "ANK" and kept the investment blocked until December 19, 2024, when he re-announced the auction with a limit fund value of 364.7 million euros including VAT and a concession for 35 years.
But the auction for the construction and concession of the Milot-Balldren road did not take place on the scheduled date of February 17, 2025; a tender that has been postponed several times and it is not known when it will take place.
Meanwhile, the Minister of Infrastructure and Energy, Enea Karakaçi, during the 3 months of March-May 2026 alone, after taking office, has stated 6 times to the media that the auction will be announced soon and that the construction of the Milot-Balldren road will begin.
But from Edi Rama's palace, for 8 years, no order has been given to carry out the procedure and start work on this 17-kilometer-long road segment, except for the order to increase the contract value from 161.5 million euros to 364.7 million euros, and the concession term of this segment with payment from 13 years to 35 years.

We recall that the Milot-Balldren axis is not a local road segment, but a node that connects Tirana with Shkodra, the north with the center, Albania with Muriqani and further with Montenegro, Croatia, Slovenia and Central Europe.
