The Mayor of Saranda has removed from the official website or has not published at all Decisions No. 20-26 of April 2026, approved by the Municipal Council, but which are kept in his safe. The decisions are suspected of containing donations of land on the coast, beaches, public lands, privatizations and lease contracts for state facilities; while some others have been fictitiously approved, without passing a vote. The decisions page is administered by the tender specialist, not by the Secretary of the Council...
During his 3 years in office, the mayor of Saranda, Oltion Çaçi, in addition to a record of bargaining and corruption with tenders, has been involved in affairs with public assets, donated and given away with illegal and clientelistic symbolic lease decisions.
He gave the assets away using the Municipal Council, where the Socialist Party has a majority, as a mask, but the contents of some decisions, in collaboration with the Mayor of the Municipal Council, Asaf Stroka, are changed after approval and are not published on the official website.
The mayor of Saranda, Oltion Çaçi, removes several decisions on major matters involving land, buildings, lands, forests and beaches from the official website of the municipality, so that councilors do not see the changes in the content, while citizens, private entities and the media do not become familiar with them.
Oltion Çaçi pulled off this stunt with 7 decisions from April 2026, which were not published on the official website, or were removed and are being kept secret, after approval by the Municipal Council.
According to the official document being published by "Pamfleti", Decisions No. 20, 21, 22, 23, 24, 25 and 26, approved during April 2026 by the Saranda Municipal Council, with draft proposals made by Mayor Oltion Çaçi, have been removed or not published.
According to information, the decisions are kept hidden in the safe of Mayor Oltion Çaçi, because they are for the purpose of donating land on the coast, beaches, public lands in the city, areas in protected areas, and privatizations and lease contracts for state facilities.
Another scandal is the fraud in which some decisions are declared approved by the Municipal Council, without even going through a formal vote in the Municipal Council, but after the meetings they are fictitiously reflected in the agenda and minutes and sent to the Prefect of Vlora for approval.
Even these 7 decisions that are kept secret have gone through the formal procedure of the Municipal Council as if they were supposedly discussed and voted on, and were definitely approved by the Prefect, but they are not even reflected in his database, a fact that raises suspicions that these are major affairs involving the theft of public assets in Saranda and Ksamil.
Justice institutions should take this scandal that "Pamfleti" is publishing as evidence to discover what affairs the mayor of Saranda, Oltion Çaçi, has been doing and is keeping hidden.
Another illegal absurdity is the fact that the Saranda Municipal Council's decisions page is administered by the municipality's tender specialist, Renaldo Hazbi, by order of Mayor Çaçi, when according to the law it should be administered by the Secretary of the Municipal Council./ Pamphlet
