We are publishing a scheme to rob state military property, by the defendant Jamarbër Malltezi during the government of his father-in-law, Prime Minister Sali Berisha, both in criminal proceedings for the affair with the land of the former "Partizani" complex.
The fact is this: In April 2012, Jamarbër Malltezi and Serb-Bosnian Damir Fazllić, a friend and business partner of the "Berisha" family, began moves to seize the land of the "Kepi i Palit" Naval Military Base with an area of 77 hectares in Durrës.
In that coastal area of 770 thousand m², they had planned to build resorts, hotels, complexes with villas and mansions, and even a yacht harbor and private commercial port, with decisions and permits from the government.
Within 3 months, son-in-law Malltezi and partner Fazllic, using the power of Sali Berisha's government, privately prepared the file with the documents of the central institutions, which would be signed to remove the "Kepi i Palit" Naval Base from the expansion plan and the property inventory of the army.
The attempt by the Malltezi-Fazllic duo to rob him by removing him from the structure of the Navy began in December 2011, during an annual work analysis organized at the "Kepi i Palit" base by the Minister of Defense, Arben Imami.
At that secret meeting of the ministry and military and naval security structures, Jamarbër Malltezi and Damir Fazllić were also present, one introduced as an "Environmental Expert" and the other as "Advisor to Prime Minister Sali Berisha on regional security issues."
At that meeting, the Commander of the Naval Force, Kudret Çela, and the Chief of Staff and subordinates, among them Kristaq Gërveni, in opposition to the scheme to rob "Cape Paul", told the minister that they were drafting a 10-year plan for the logistical development of the Naval Force.
The document was drafted by a working group under the leadership of Captain Artur Meçollari and signed by the Commander of the Naval Force, Kudret Çela, and in September 2012 it was delivered to Minister Arben Imami, the Army Headquarters and the NATO office in Tirana.
In October 2012, Navy Captain Artur Meçollari was asked by the minister to sign the removal of the "Kepi i Palit" Naval Base from the military deployment plan.
But he refused to sign; a refusal that cost him his immediate dismissal from his post and transfer to the Doctrine Command, while at the end of December, they dismissed and expelled from the army the Commander of the Army Naval Base, Kudret Çela, but after him they also expelled from the army Captain Artur Meçollari.
Meanwhile, the Ministry of Defense dome, in parallel and secretly, had prepared the approval of the Malltezi-Fazlliç project, to remove the "Kepi i Palit" naval base from the army's inventory and transfer it to private ownership, i.e. to Abi Malltezi, for development with resorts, hotels, complexes with villas and palaces, and even a yacht port and private commercial port.
The truth is that the Chief of the General Staff of the Army, Xhemal Gjunkshi, did not sign the "Malltezi-Fazlliç" scenario for the robbery of the "Kepi i Palit" naval base in Durrës, but Sandër Lleshi, then acting Deputy Chief of the General Staff, signed it.
In fact, according to Meçollari, General Sandër Lleshi was the most active official who aggressively pressured his subordinates to sign the seizure of the naval base in Durrës, openly stating that the land would be taken by Sali Berisha's son-in-law and their friend Damir Fazllic.
