How the 'villain' Abi Malltezi robbed the Ashta HPP: the ghost company

On October 7, 2008, Jamarbër Malltezi founded the firm 'Environment and Sustainable Development'; 10 days later, his father-in-law Sali Berisha signed the permit for the Ashta HPP. In 7 months, Malltezi received 310 million lek for 'studies' and another 400 million in bribes for interference in the Energy Regulatory Authority. He closed the company in April 2009, but continued to receive payments until August 2013. The same scheme was applied to the Mati Hidropower HPP.

Former Prime Minister Sali Berisha and his son-in-law, Jamarbër Malltezi, both defendants, are being tried for corruption committed in collaboration through the use of power with special government decisions, to benefit from public assets and create opportunities for construction businesses.

The "Partizani" complex affair is one of the many affairs that Sali Berisha has carried out during his time in power with his son-in-law Jamarbër Malltezi, extorting private companies through favors with government decisions and government pressure.

The clientelist license that Sali Berisha signed and the millions that the villainous son-in-law stole

The case of the permit for the Ashta Hydropower Plant in Bushat is another proof of the financial crime, committed by the villain Jamarbër Malltezi, through the exploitation of the power of his father-in-law, the prime minister; proof that the BKH discovered and reflected in the investigative file, while the SPAK bosses have remained silent.

On October 17, 2008, Sali Berisha signed Decision No. 1363, with the object: environmental study, construction, use and transfer of the "Ashta" hydroelectric power plant in Bushat, Shkodra.

On October 7, 2008, ten days before Sali Berisha signed the decision to permit the construction of the "Ashta" hydroelectric power plant, his son-in-law Jamarbër Malltezi created the shell company "Environment and Sustainable Development" sh.pk, with the purpose of environmental studies for the construction of public works.

So, the son-in-law Malltezi created the company 10 days before his father-in-law, the prime minister, Sali Berisha, signed the decision to permit the Ashta hydroelectric power plant, a fact that proves that they preceded every public project with schemes for personal gain.

According to the BKH file, the son-in-law Jamarbër Malltezi has influenced through his father-in-law's power to benefit millions of lek from the Austrian concession company "Energji Ashta", extorting it through fictitious letters with his company "Mjedisi dhe Zvolju i Zendruëme" sh.pk

The criminal file proves the fact that Jamarbër Malltezi, immediately after the approval of the permit by Sali Berisha, benefited from the Austrian company "Energji Ashta-Bushat" 81 million lekë found in the documents, while in fact he benefited from 310 million lekë for alleged environmental studies and received 400 million lekë in bribes for interference in the Energy Regulatory Authority.

These millions of lek, Jamarbër Malltezi, an "environmental scientist" who was involved in dirty work during his father-in-law's rule, received through the HEC-Ashta project manager, Ardian Shehu, who was also a partner with Malltezi in the company "Environment and Sustainable Development" sh.pk

After embezzling millions during 7 months of activity, Jamarbër Malltezi, on April 15, 2009, closed the company and placed it in liquidation, through accounting expert Violeta Haloçi, a dirty workmate of Shpresa Breçani, Saliu's niece.

He fired the expert after a week, when she cleaned up the financial documents that were not reflected in the Tax Office, while according to the BKH file, Malltezi received payments from HEC-Ashta until August 2013, when his father-in-law was prime minister, although he had closed the company in April 2009.

The same extortion scheme against "HEC-Mati Hidropower"

In the file that BKH drafted and submitted to SPAK, it is proven that Jamarbër Malltezi, as he did with the owners of "HEC-Ashta" in Bushat, acted with the owners of the "HEC-Mati Hidropower Plant" company, obtained as a concession on September 21, 2012 with a decision signed by former Prime Minister Sali Berisha.

This company, in order to avoid artificial obstacles as a method of pressure for bribes from the "Berisha" family, paid Jamarbër Malltez for 2 alleged environmental study projects with a total value of 30 thousand 474 euros. That's it for today!/ Pamphlet
