The tower and palace construction mafia has not only captured the government's dome with its monopoly on public land acquisition and construction permits, but also with the sale of apartments through underground deals.
According to information received by "Pamfleti" from confidential sources within the Ministry of Finance, it turns out that for 10 years, Prime Minister Edi Rama, in bargaining with the owners of companies that build palaces and towers, has blocked funds for the construction of social apartments in Tirana.
According to the 2015-2025 budget plan, the government should have invested in and built 10,000 social apartments through the National Housing Authority and the municipalities of Tirana, Durrës, Vlorë, Elbasan, Korçë and Shkodër, 7,200 of which in Tirana.
Also, through the Municipality of Tirana, where young and old homeless families are concentrated, it should have provided 8,000 soft loans, while from privately built facilities, it should have received around 280 thousand m² of residential space for the homeless.
There is no concrete information on how many square meters of residential area have been taken from companies that have built buildings and towers in Tirana, Durrës, Vlorë, Saranda, Shkodër, Elbasan, Fier, Korçë, etc., where the facilities were built on state land with exchange agreements in clearing.
But it is known that, by verbal order of Prime Minister Edi Rama, the Ministry of Finance, during the 10 years 2015-2025, has blocked the investment funds that were planned by year for the construction of buildings with 7,200 social apartments in Tirana.
The blocking of funds and the failure to plan for housing construction by the state even in 2026 was and continues to be a scheme to create an imposed market, so that homeless families are forced to buy unsold apartments in buildings built by oligarchs and partners of government officials.
In January 2015, the government announced a 10-year project aimed at supporting the housing of 2,000 young families and families in economic need each year, but that project was not implemented because it was blocked by Edi Rama's bargaining with building builders to sell their apartments.
The same project for the construction of 2,000 social apartments in the "Autotraktorët" area was approved by Prime Minister Edi Rama on January 31, 2020 with Government Decision No. 79, but no investment was made in any building until October 1, 2025, when Decision No. 553 repealed the January 2020 decision and cancelled the fund.
Because building builders lobbied and influenced Edi Rama not to build social housing from the state with soft loans and low prices, because they would have to sell the apartments in their unsold buildings.
In addition to the interest in selling the apartments, Prime Minister Edi Rama's goal and scheme is to complete the cycle of laundering dirty money that has been invested in construction through the sale of the oligarchs' palaces and towers.
To hide the bargain with the builders and justify the blocking of funds for social apartments, the government built in 2014 and early 2015, through the National Housing Authority, a block of social housing on the outskirts of Tirana and several buildings with 20-40 apartments in Durrës, Lezhë, Elbasan and Fier./ Pamphlet
