The scandal at the University of Shkodra "Luigj Gurakuqi" has taken on criminal proportions. The University's Board of Administration has decided to postpone the retirement of administrator Mark Molla and has retired some of the most well-known figures of this institution. Who are assets of scientific research and knowledge, known by students, international and local institutions.
Everything that happened yesterday has only one name: the taking of the University of Shkodra hostage by the political and criminal caste, which is afraid of change.
Just looking at the names that the board has considered a level below Mark Molla is enough to put the nail in the coffin.
Alfred Çapaliku, an early professor of literature at the University of Shkodra, Doctor of Science Diana Molla, legendary professors Elez Osmani, Zenel Lohja, Ikbale Kalaja, Gjon Shllaku and Roland Guli have been retired.
The following academic staff were subsequently retired: Olimpia Lacaj-Kakarriqi, Diana Spahia- Muriqi, Zamira Kasemi- Kallugjeri, Aida Lezha-Luka, and Ymer Lugji.
Meanwhile, Mark Molla has been kept in office for another 5 years, solely because he has support from the old political and criminal caste of Shkodra, as well as from the super-corrupt minister, Mirela Kumbaro-Furxhiu.
The Board of Administration of the University of Shkodra, which received directives from the minister, has become a party to the crime. Although the Board's decision has not yet been made public, it is learned that it was decided by 7 votes, that is, all members of the Board of Administration of the University of Shkodra and the administrator, Mark Molla.
A clear and open decision in violation of the law. The absurdity is that the chairman of the Board of Directors, Adrian Leka, who had previously voted against the election of Mark Molla as administrator, joined the vote to postpone his retirement. A clear sign that we are dealing not with a board but with a pawn of the criminal caste.
The Rector of the University "Luigj Gurakuqi" has been categorically against this decision, which has not yet been made available to him, as they are unable to find the legal basis to support it. This Board has even rejected yesterday a report of the Working Group, set up by the Ministry of Education, which requests the annulment of a Decision of the Board of Administration no. 215, dated 15.07. 2015, which gives the Rector the right in his claim for violation by the BA of the criteria for recruiting administrative staff. As it is learned, at least four representatives of the Ministry of Education on the Board of Administration (Genc Spahija, Ermira Repaj, Kristjan Preçetaj and Ema Kristo) should have voted in favor of the Conclusions and Recommendations of the Report of the Working Group, set up by the Ministry of Education, for the verification of the legality of the public competition procedures for the recruitment of administrative personnel for the year 2025, where VIII CONCLUSIONS, point 10 states: Decision of the Board of Education no. 215, dated 15.07. 2025 "On the approval of the criteria for the recruitment procedures of staff dependent on the administrator", is in contradiction with law no. 80/2015, and as such is null and void and should not bring legal consequences. All of this is a total disgrace and obstruction to the rector and the elected officials, add to this the absurdity and illegality of the election of the administrator.
They have an obligation to be on the side of the Ministry of Education and not to reject the MA Report and allude to violations of the law. The board has three elected representatives and four appointed by the ministry, but they all voted the same, which clearly shows that we are dealing with an order from the dome. /Pamphlet
