
There have been offers, deadlines have been given, promises have been made, but there is no winner. After a decade of tenders, cancellations and official silence, the Milot–Balldren road is no longer a matter of asphalt. It is a matter of power, interest and lack of transparency...
Milot–Balldren is no longer an unfinished road. It is a political test.
It is only 17 kilometers. A segment that any serious government would have closed within a mandate. But in Albania, this axis has turned into a ten-year history of promises, tenders, cancellations, concessions and official silence. Every summer, the convoy of cars from Milot to Lezha shows more than any ministry statement. It shows that the state has failed where it should have acted faster.
This axis does not only connect Miloti with Balldren. It connects Tirana with Shkodra, the north with the center, Albania with Muriqan and further with Montenegro, Croatia, Slovenia and Central Europe. For this reason, its blockage does not only produce traffic. It produces economic costs, loss of time, damage to tourism and a direct blow to commercial transport.
The government can no longer explain this story with procedures. There was a bid. The competition is open. Companies have entered the process. The ministry has set deadlines. But there is no winner. And when a tender has bids, but does not produce a decision, the problem no longer lies in the road. The problem lies in the government that controls the decision.
Suspension is not a lack of decision. Suspension is a decision.
Every month without a winner is a decision. Every tourist season with a kilometer queue is a decision. Every truck that loses hours on this axis is the result of a decision. Every business that pays more for transport, fuel and time pays the bill for a political decision. And every decision has an author.
At the center of this story lies a question that the government has never clarified: why is the winner not announced, if the process had bids?
This is why Milot–Balldren should not be treated as a street chronicle. It should be treated as a dossier of power. Because power is not only visible in the laws it approves. Power is also visible in the projects it blocks, the tenders it drags out, the contracts it does not close, and the answers it does not give to the public.
The government has had the time, money and power to resolve this issue. It has financed much more expensive projects. It has opened more difficult construction sites. It has pushed forward investments with political and touristic priorities. But Milot-Balldren remains hostage to a process that is not closed, not clarified and does not take public responsibility.
This is the point where the lack of transparency becomes a political problem.
The Ministry must publish the full competition documents, the names of the operators who submitted bids, the technical and financial scores, the minutes of the evaluation committee, and the specific reason why the winner was not declared. Without these documents, any statement about the procedures remains an alibi.
The pamphlet will pursue this issue as an open public file. Not about 17 kilometers of asphalt, but about a more serious question: who is holding this road hostage and why isn't the government telling the truth?
After ten years of waiting, the question is no longer why the road is not being built.
