The Prosecution and the AMP have been launching an operation for several months to crack down on the mafia of illegal construction in Saranda and the occupation of public spaces, while the involvement of SPAK is also expected, as we are dealing with a real criminal group. The action of the Saranda Prosecution and the AMP has produced arrests, proceedings in free status, persons under investigation and a wave of dismissals.
The two domes of the Saranda Police and the regional directorate of the IKMT have been merged. After the meeting held in Saranda by the Minister of Internal Affairs, Besfort Lamallari, regarding the issue of illegal construction and the occupation of public spaces, which also led to the arrest of the chief of the police station, the director of the Vlora Regional Directorate of the IKMT, Elton Caslli, was also removed from his post. The latter, a former environmental inspector, is a derivative of Gys Agas, but when Edi Rama placed Agim Ismailaj at the head of the IKMT, Caslli created some distance from Agas, creating his own profit group.
From months of monitoring and wiretapping, Elton Caslli collaborated with the head of the Territory Inspection Sector at the Vlora Regional Directorate, Xhovalin Hoxhaj, and police leaders to allow unauthorized construction in exchange for bribes worth hundreds of thousands of euros.
From this criminal activity, each member of the group is believed to have benefited from several million euros, money which they are laundering by investing in real estate. Referring to several transactions, the mortgage register and the movements of his family circle, it turns out that Elton Caslli is laundering millions of euros in real estate, the product of the criminal activity of allowing unauthorized construction and occupying public spaces on the coast.

To justify the banking part, i.e. the ridiculous value of the property, Caslli has fabricated fictitious loan contracts, savings and other maneuvers, in order to escape the action of justice. With a modest declared salary, Elton Caslli, thanks to the catapult to the head of the main branch of IKMT since the central IKMT was led by Agim Ismailaj, has become one of the richest directors, wreaking havoc from Vlora to Saranda with unauthorized constructions.
