How the Zvërnec forest was turned into a construction site and the merger of the Vlora Cadastre by Gys Agas's "friend"; Lorena Goxhobelli

The Zvërnec Forest was returned to the land under the mandate of Lorena Goxhobelli. The head of the ASHK issued the instruction, dissolved the Vlora Cadastre and was put under the scrutiny of SPAK. On January 23, 2026, the general director of the Cadastre, Lorena Goxhobelli, signed the merger of the Local Cadastre Directorate in Vlora and the transfer of the entire structure to Tirana. The decision came into effect on February 1 and caused an immediate revolt. The employees of the Vlora Cadastre filed a petition, suspended work in protest and openly linked the decision to Goxhobelli's fear of SPAK. After the protests in Zvërnec, SPAK conducted inspections and seized documentation precisely for the properties that fall under the jurisdiction of the office that Goxhobelli merged. Zvërnec was not administered from Tirana, it was administered from Vlora. She closed Vlora with her signature.

The origin of Zvërnec's properties does not belong to Goxhobelli's mandate. The core of the documentation that SPAK is investigating goes back in time, to a decision of the Vlora court of December 1997 for the return of about 100 hectares of forest to the heirs of the Shehu family, a decision that the prosecution considers falsified, and to a series of ownership certificates issued by the Vlora Cadastre on November 25, 2020 for three of the main plots.

All of these acts were produced by previous agency leaders, years before Goxhobelli took office on July 31, 2024. But a certificate of ownership over land registered as forest in a protected area is not enough to build a resort. The land must be reclassified, its cadastral status must be converted from forest to buildable land, and the boundaries of the protected area must be read differently. This transformation, the final and essential step to move from an unusable plot to a land ready for development, fully coincides with Goxhobelli’s mandate.

The legal mechanism that made this transformation possible was set in motion through the legal amendments of February 2024, which for the first time treated protected areas not as territories to be protected from development, but as territories where development can be negotiated. On June 12, 2024, the Council of Ministers approved Decision No. 377 , which determined the procedures for the conversion of cadastral entries and the transfer of state-owned land to private property.

Dokumentacioni që prokurorët po mbledhin është prodhim i ASHK-së dhe kalon përmes drejtorisë vendore që Goxhobelli vendosi ta shkrijë.

Kadastra e kapur nga krimi

Rasti i Zvërnecit nuk është i vetmi. Raporti Vjetor 2025 i SPAK e thotë hapur se Agjencia Shtetërore e Kadastrës është kapur nga krimi i organizuar. SPAK specifikon se grupet kriminale kanë arritur të vendosin njerëzit e tyre në pozicione kyçe të ASHK-së për të lehtësuar pastrimin e parave përmes pronave dhe ndërtimit. Vetëm gjatë vitit 2025 janë sekuestruar 11 milionë euro pasuri të paluajtshme në Vlorë dhe Gjirin e Lalzit, 16 zyrtarë dhe ish-zyrtarë të lartë të Kadastrës janë vënë nën hetim pasuror dhe skemat e zbuluara kishin kaluar përmes dokumenteve të falsifikuara që nuk mund të prodhoheshin pa bashkëpunimin e drejtpërdrejtë të kullës së ASHK-së.

Lorena Goxhobelli is being investigated by SPAK within the AKSHI file together with the Agasi group, not as a witness, not as a careless official, but under the same magnifying glass as the tender masters. The file shows that every member of the Agasi group had unlimited access to her. Goxhobelli became the gateway through which these properties were passed for money laundering. Just as in AKSHI where tenders were manipulated and taxpayers' money was stolen, in ASHK properties were legalized and money was laundered. The same group, the same operation, two counters.

Blockchain and missing contracts

Goxhobelli has claimed to have set up 10 automated services through blockchain technology and that 10 to 15 percent of daily services are automatically generated by the system, without human intervention. There are strong suspicions that the structured criminal group, which includes Ergys Agasi and Ermal Beqiri, had all the data, transactions inside and outside the country for Albanian and foreign citizens, companies, as well as politically exposed people in their hands.

According to SPAK, the same group allegedly had all the data related to court files, the appointment of judges and the progress of the hearings. The group controlled the tender for court files, those of the treasury and, according to sources, also those of the Cadastre. This is the point where the AKSHI file meets the Lorena Goxhobelli file on a technical point, not simply political. According to Goxhobelli herself, the ASHK is fully digitizing the Cadastre archive by the end of 2026, with 33 thousand tablets and millions of documents.
