The project for informing and providing free scholarships to American universities implemented in 68 high schools from north to south of Albania, supervised by the Ministry of Education, where hundreds of high school graduates and dozens of teachers were engaged during a school year for unpaid overtime work, ultimately turned out to be a lie.
The photos of Klea were actually of American singer Gracie Abrams. Ermesi was convicted of computer and document forgery, where he also reproduced the signature of an employee of the American Embassy. However, the fraud scheme did not legally affect the Ministry of Education and was passed over with public silence. But before the prosecutor in the deposition of the project approval, officials have spoken.
Verifications reveal numerous irregularities. The project request was neither official nor documented. Before the order for implementation by email on September 18 from Nina Guga, the former deputy minister herself says that the beginnings of communication with Klea Rama were via SMS from a foreign number where she explained the idea of the project, while sending a photo of herself next to the prime minister.
When asked as a person in the know, the director of educational programs and policies at the Ministry who was delegated to follow up on the project, Shkëlqim Allkaj, stated that the insistence on prioritizing the project also came from the secretary general, Erzen Tola. In fact, it was Shkëlqim who first raised suspicions about the connection between Klea and Ermes.
"In an informal conversation with the director of the Lezha ZVA, he told me that he had communicated with Ms. Klea Rama on WhatsApp and had asked her for support in intervening in the Lezha Municipality for Ermes Hoxhalti's theater project and had sent her the latter's number. I know that he has had communications with many of my superiors and I was expressly asked by the Secretary General to meet this person in the office. I remember that in May this citizen requested approval of the project, but we only approved communication with schools for the first phase of the theater project."
What does the investigation find? Evidence collected from officials from the Ministry of Education, school principals, and local education offices reveal the attempt that Ermesi had through the surreal character "Kleas" to intervene in his theater-related projects.
So, clearly two projects were developed in parallel by Ermes with the Ministry of Education, one in Klea Rama's scheme and one under his own name, a request sent for approval electronically a week later after the email for "Let's talk together about the United States", also in September 2023.
Because as he points out, the doors without Klean were almost closed.
But when Ermesi, with the Ministry of Education, only reached the first phase of the "National Youth Theater Competition" project, another ministry came to the fore. The Ministry of Economy, Culture and Innovation, where Ermesi is one of the winners among almost 600 applications for projects in art and culture. The 20-year-old has signed a contract with financial support worth 400,000 new lek, for the organization of a festival with the best student actors at the time./TCH
