What does the investigation find? Evidence collected from Ministry of Education officials, school principals, and local education offices reveal Ermes' attempt, through the surreal character "Kleas," to interfere with his theater-related projects.
So, clearly two projects were developed in parallel by Ermes with the Ministry of Education, one in Klea Rama's scheme and one under his own name, a request sent for approval electronically a week later after the email for "Let's talk together about the United States", also in September 2023. Because, as he tells Top Channel, the doors without Klea were almost closed.
But when with the Ministry of Education, Ermesi only reached the first phase of the project "National Youth Theater Competition", another ministry comes to the fore. The Ministry of Economy, Culture and Innovation, where Ermesi is one of the winners among almost 600 applications for projects in art and culture. The 20-year-old has signed a contract with financial support worth 400,000 new lek, for the organization of a festival with the best student actors.
Now is the time to talk about the issue that has captured the attention of public opinion, shocking it with the level to which the scale of deception can go. But more than the character you created, than the fact of how easily it penetrates Albanian institutions. Can you tell us how Klea Rama was born?
Ermes Hoxhalli: I will tell you that I do not have the authorship of this character.
But you are convicted, you have served time in prison for this crime.
Ermes Hoxhalli: Of course I did, but that doesn't mean that justice is perfect. I feel guilty in part of the matter, I'm part of the mud. All the others who were involved in this character's movement should be brought to justice. But they only dealt with me and the stamps I had made from the Embassy. That's it. And I, a madman who did that thing. The essence, the details, the motives were not analyzed. The sessions were closed within 5 minutes, just to close one file and move on to another.
Who should be brought to justice besides you?
Ermes Hoxhalli: This thing originated in the Ministry of Education and then spread to all other educational institutions. Ministry officials must first answer how this project was introduced. The institutions with which I am still in legal proceedings have not shed light on the truth.
But you are the only one condemned, Ermes. How did you accept it so easily when you were not alone?
Ermes Hoxhalli: Drejtësia për mua është ndërgjegje. Edhe unë nuk e di se si ata flenë gjumë, si jetojnë me këtë barrë mbi supe. Se unë e kam hequr tashmë nga vetja ime.
Por si u bëre pjesë? Si nisi?
Ermes Hoxhalli: U bëra pjesë nga disa persona që njihja.
Si e perceptoje, të dukej si një lojë, si një idealizim i dikujt që do doje të ishe?
Ermes Hoxhalli: Jo si një lojë, por si një marrëdhënie merr edhe jep për diçka si kjo që u bë.
Përfitimi ishte monetar, emocional, të ishe pranë njerëzve me rëndësi?
Ermes Hoxhalli: Një mori e të gjithave, pak nga të gjitha. Mbase kjo do më hapte dyert, sepse unë nuk i kam pasur dyert gjithmonë të hapura.
Mund të na tregosh, duke u rikthyer në hapat e parë në përfshirjen në këtë skemë, cili ka qenë roli yt?
Ermes Hoxhalli: Roli im? Ka qenë editimi i disa vulave, posterave, fotove, email-eve.
Emaile që kishin përmbajtje? Me kë flisje, drejtues shkollash, përfaqësues të Ministrisë?
Ermes Hoxhalli: Emailet kanë qenë thjesht një formë shumë institucionale me përmbajtje, pra e tipit shkresa, orare, dokumente… jo marrëdhënie konfidenciale me këta drejtues, siç e përmendët ju.
Si arritët të përfshinit shkollat në rang kombëtar?
Ermes Hoxhalli: Me urdhër nga Ministria.
Si arritët të bindnit Ministrinë, vetëm me faktin se u prezantuat si mbesa e kryeministrit?
Ermes Hoxhalli: Është dhënë urdhri brenda tre ditësh. Si ka mundësi që jepet urdhri kaq shpejt?
Pse mendove se duhej krijuar ky identitet i Klea Ramës?
Ermes Hoxhalli: Për mbiemrin që kishte. Sigurisht që pati efekt. Por që dhe Ermes të ishte aty e të vinte nga ministrja, sigurisht do të kishte efekt. Nga zv.ministrja e institucionet, pastaj të gjitha shkollat janë të detyruara ta zbatojnë si gjë. Ideja është jashtëzakonisht e mirë, por mënyra e gënjeshtërt që është paraqitur është e gabuar, sepse unë jam marrë paralelisht me projekte kombëtare në bashkëpunim me Ministrinë tjetër. Sigurisht që ka pasur, si mendon se mund të flasësh mbi një vit dhe nuk do të kesh telefonata me zë?
Pse duhej të falsifikoje vulat e Ambasadës?
Ermes Hoxhalli: Për ta bërë procesin sa më të besueshëm.
Çfarë mendove në atë moment… apo nuk e mendove gjatë?
Ermes Hoxhalli: Shiko, kur njeriu gjendet përballë një gjëje të mirë dhe që për të shkuar te ajo duhet të kalojë në pengesa shumë të këqija, gënjehet nga e mira dhe detyrohet ta bëjë pa e menduar në mënyrë të ftohtë.
Pra e besoje që studentët do shkonin me bursë, do udhëtonin drejt Amerikës?
Ermes Hoxhalli: Isha unë ai që bëra vulat dhe e dija që s’do shkonin diku. Jo, testet vinin nga Ministria apo nga QSHA, mos gabofsha, kishin eksperiencë me provimet e maturës.
