Gonzato: European standards are not achieved just by passing laws

Silvio Gonzato, EU Ambassador to Tirana, addressed a message to new magistrates, during the National Conference on Justice and Media Interaction, regarding the tasks ahead of them, while emphasizing integrity and honesty. Gonzato said that the decisions given by the judiciary directly affect not only the lives of citizens, but also the trust that citizens have in the system.

The EU Ambassador underlined that meeting European standards is not achieved only through the adoption of laws, but above all through their daily implementation by judges and prosecutors.

He encouraged the young magistrates to remain open to knowledge and cooperation with European colleagues, exchanging experiences and best practices.

In his speech, Gonzato said that institutions are not built solely on the basis of laws and regulations, but also require a change in institutional culture and mindset. According to him, this process still remains a challenge, while the responsibility to take it forward lies with the new generations of magistrates.

"It is you, the new generation, who must meet these expectations, ensuring that justice is provided in a timely and quality manner. We, in the European Union, will continue to support the School of Magistrates and the entire justice system in Albania," declared Gonzato.

According to him, carrying out this mission requires integrity, honesty, courage and humility, as well as a willingness to reflect and accept that the first assessment is not always the right one.

"My presence here shows our support for the Magistrates' School and the importance it has. Celebrations and ceremonies like this are moments of happiness. It's fantastic that everything is over, but it's also a moment that marks a transition in your life.

You will hold high-level positions, but above all you will provide a public service. Every decision you make will affect the lives of citizens. It will also determine the trust they will have in the justice system, which is fundamental to the social contract.

This requires integrity, honesty and courage, but also humility. You have to accept that sometimes your first idea may not be the right one. Achieving European standards is not only done by passing laws, but also through the daily work of judges and prosecutors, because you will be the ones who will make sure that the law is implemented.

Achieving European standards is not done only with laws, but you must be the ones who will be the guarantors of law enforcement with the behavior and decisions you will make.

I think it is important to stay open-minded and curious, to learn, to share experiences not only with Albanians but also with Europeans. Your home will be the point of reference from where you will learn but you should be open to information from European colleagues.

"Institutions, in themselves, are not created only by laws and regulations. They also require a change of culture and mindset. I am not yet convinced that this change of mindset has been achieved. It is in your hands," he said.
