
Security expert Ilir Kulla has stated that the book "The Albanian Files" raises strong doubts about the functioning of institutions and the lack of transparency in the country, but has emphasized that any investigation by the Special Prosecution Office (SPAK) must be based only on evidence and criminal facts.
Invited to the show "Të Pashoj", Kulla said that he has not yet read the book, due to its volume, and therefore cannot give an assessment of the content.
According to Kulla, if the projects mentioned in the book are conceived for the development of the country, this in itself is not a problem. However, he underlined that any such process must be accompanied by full transparency and functional institutions. Commenting on the possibility that the book could serve as a basis for investigations, Kulla stressed that SPAK does not investigate political issues, but only criminal offenses based on evidence. According to the security expert, the main impact of "The Albanian Files" is on the political and public level. In conclusion, he stressed that SPAK's credibility depends on the ability to build investigations on concrete evidence and not on allusions.

-The SPAK file, the so-called and much discussed these days regarding the "Albanian files"... What, or more precisely, how much do you think this file really compromises the prime minister? What is your opinion on its content, 523 projects?
Ilir Kulla : I don't know, I haven't read it. I don't know, I haven't read it.
-Didn't it pique your curiosity?
Ilir Kulla : Having time to read it, because it's 500 pages... I can't speak like that with perception.
-Okay, it's cleared up somewhat.
Ilri Kulla : Yes, I will say something. It is the duty of a prime minister of a country to work for the development of his country. And if the goal was to carry out important projects for the development of the country, this is a very good thing. But these things require two very important things: complete transparency (so, if this book had not been published, we would not know anything about these things. So transparency is totally lacking) and functional and strong institutions. Both of these are missing. So, if this book had not been published, we would have nowhere to find them. The fact that this book has been published and that it says that these things were calculated many years ago, not only raises high suspicions, but also points out two very important elements: one, that the lack of transparency is total and two, that the institutions are, as I said, totally dysfunctional.
-Do you think this is evidence for SPAK?
Ilir Kulla : I don't know, because I can't judge. Look, we have to understand one thing, the Special Prosecution investigates criminal facts. The Special Prosecution cannot investigate political facts.
-There are clues, and they start from clues.
Ilir Kulla : If you can't investigate facts... look, 90% of those acts that can be discussed in the book didn't happen.
-Yes, some have happened.
Ilir Kulla : Well, okay, I can investigate one or two, because we need to understand how justice works. So, you can't investigate someone simply because you wanted to. It's not... to go on television and say "look, I think that one day if I become prime minister, I will kill the prime minister of another country". At most, they will say that he is crazy, but the criminal act... we have to separate the criminal action, the criminal act, from the rest. So, the perception of the public action is one thing, the criminal act is another. If, in some of what is written there, it is realized and it turns out that, for example, public money, or drug money, or who knows, criminal groups, or corruption and data and others were involved, this is a criminal act. But you... public perception? Public perception, as I told you, silence has destroyed public perception. But this comes as a result of the lack of transparency. So, if the book hadn't been published, we would say that something you don't see doesn't exist, but the fact that you don't see something doesn't mean that it doesn't exist. So, let's break things down. "Albanian files" damages Edi Rama's public and political image even more as a prime minister and as a political leader. But the question you asked me is: is there a criminal offense and what will SPAK do? I can't be... that is, if there is no clearly contested criminal offense, it cannot be said "why did someone get up and write a book".
-Something in your previous logic that you said would come to an end from our institutions, from SPAK.
Ilir Kulla : No no, institutions are the ones with the things they administer, I didn't say that... keep in mind one thing that on the other hand SPAK cannot be a political institution. So, the credibility of SPAK is related to the fact that it should always be based on evidence and facts. Since there are many rumor-based institutions in Albania, SPAK should not turn into a rumor-based institution. So, it is of great importance to see if from those things that are written in the book, what has happened.
