In Shkodra, there are certain areas where the police have been inactive. Criminal bases may have been created in these areas. The Shkodra Police must exercise territorial control in every neighborhood of the city. The state must also intervene with other structures, with social workers, with education workers in schools, so that the part that is isolated can be integrated into society and not remain with the past.
