One of Tirana's most precious assets, the Artificial Lake, has become a source of environmental alarm. The Supreme State Audit has issued a shocking report on the condition of this natural asset, where massive pollution, institutional mismanagement and lack of coordination between state structures have exposed citizens to permanent ecological risk.
The audit of the Albanian Supreme Audit Office, conducted for the period 2021-2024, clearly shows that despite the alarm raised by citizens and the media, institutions have reacted with fruitless correspondence and no concrete measures. The report speaks of urban wastewater discharges, a total lack of microbiological analyses, and dilapidated and unidentified infrastructure.
According to the analyses conducted, the lake is "sick". It has a high phosphorus content, a lack of oxygen and the presence of toxic cyanobacteria that endanger the living world and public health. Specialists emphasize that the pollution stems from illegal discharges and the lack of wastewater filtration. In some cases, foci of mass fish deaths have been identified.
No institution is responsible.
The Municipality of Tirana, UKT, APR, AKM and IKMT are among the institutions that are either inactive or blame each other. Neither the Municipality has a sewer map, nor UKT refuses to inspect, and no institution has information about the septic tanks used by businesses operating in the area. Inspections are incomplete, while the park structures have neither the capacity nor the will for real control.
10 million lek for cleaning up plastic, not for real pollution
APR has spent over 10 million lek on mechanical cleaning, while taking no action to curb chemical or biological pollution. Ironically, in December 2024, 10,000 fish were purchased to “improve the ecosystem,” which died a few days later due to lack of oxygen in the water.
Experts warn that as temperatures rise, the lack of oxygen in the water will deepen, leading to deterioration and extinction of living things. If illegal discharges are not urgently stopped and real pollution analyses are not carried out, the lake could become incurable.
Main findings
- Në Programin Kombëtar të Monitorimit të Mjedisit, është përcaktuar për t’u monitoruar për çdo vit, Liqeni Artificial i Tiranës. Në këtë program përcaktohen gjithashtu treguesit që duhen analizuar (përfshirë treguesit fiziko-kimikë, mikrobiologjikë, pesticidet, metalet e rënda, etj.) si dhe frekuenca përkatëse. Për periudhën objekt auditimi 2021-2024, por edhe përtej kësaj periudhe (minimalisht që nga viti 2015), AKM nuk ka realizuar asnjëherë monitorime vjetore për Liqenin Artificial të Tiranës.
- Agjencia e Parqeve dhe Rekreacionit, pavarësisht se ka evidentuar dhe faktuar edhe nga rezultatet e analizave të Agjencisë Kombëtare të Mjedisit, se në liqen shkarkohen ujëra të ndotura urbane të patrajtuara (që në muajin tetor 2024), përveç korrespondencave shkresore, nuk ka marrë asnjë masë konkrete për evidentimin e shkaktarëve të ndotjes, marrjen e masave ndaj tyre si dhe zgjidhjen e problematikës. Nga korrespondencat shkresore të iniciuara nga APR ka rezultuar se AKUK nuk kanë kthyer përgjigje, ndërsa UKT sh.a nuk është përgjigjur konkretisht kërkesave të adresuara nga APR. Pra, bashkëpunimi ndërinstitucional nuk ka funksionuar, komunikimet mes institucioneve janë kufizuar në korrespondencë zyrtare, duke ndikuar drejtpërdrejtë në zvarritjen e problematikës dhe moszgjidhjen e situatës.
- Nga analizat e kryera nga AKM dhe interpretimi i tyre, ka rezultuar se në trupin ujor të Liqenit Artificial të Tiranës ka shkarkime të ujërave të ndotura urbane. APR ka përcaktuar disa pika shkarkimi të mundshme, në të cilat AKM ka vijuar me kryerjen e analizave përkatëse. Pas rezultatit të këtyre analizave AKM ia ka deleguar ARM Tiranës ndjekjen e hapave të mëtejshme për kryerjen e inspektimeve në terren. ARM Tirana ka iniciuar inspektimin dhe e ka përmbyllur duke arsyetuar se subjektet në territorin e PMLAT nuk kanë leje mjedisore dhe rrjedhimisht nuk janë objekt i inspektimit të saj bazuar në fushëveprimin e saj. Pikat e evidentuara nga APR dhe AKM janë pikat shkarkimi të kanalizimeve të ujërave të bardha, që lidhen me pjesën e kodrave të Liqenit dhe “Liqenit të Thatë”, rrjedhimisht këto shkarkime në pikat e identifikuara vijnë nëpërmjet rrjetit të kanalizimeve dhe nuk janë gjeneruar nga subjekte që operojnë në territorin e PMLAT. Për sa më sipër, grupi i auditimit ka kërkuar informacion mbi subjektet që janë identifikuar, për të cilat ARM ka konkluduar se nuk disponojnë leje mjedisore dhe nga AKM e ARM Tirana nuk është kthyer përgjigje.
From the verification carried out on site by the audit group, it was evident that in addition to the seven points identified by the APR and samples taken for analysis by the KTA, there are 3 other points of rainwater channels that flow into the lake, which were damaged, blocked or had used water spillage. It does not appear that samples have been taken and inspections have been carried out for these points. Regarding the above, despite the fact that we were dealing with a critical environmental situation, the inspection carried out by ARM Tirana has not been complete, and no concrete steps have been taken by the institutions to identify the polluters, to assess whether there are also entities that have environmental permits, to continue taking measures to eliminate the discharge of untreated/polluted water (urban/industrial, etc.) directly into the lake.
- Referring to the data made available, the area within the Great Artificial Lake Park is not covered by a sewage network for urban wastewater. The Municipality of Tirana and its subordinate institutions do not have any information, nor have they conducted any on-site verification, on the methods of individual treatment of wastewater by entities operating within the territory of the PMLAT.
Institutions under the jurisdiction of the Municipality of Tirana (APR, UKT Sh.a, etc.) do not have information on the septic tanks of entities located in the territory of the PMLAT, on their location or on their management/cleaning, in contradiction with the functions of the municipality defined in Law No. 139/2015 “On Local Self-Government”, as amended, article 23, point 2 “In the field of infrastructure and public services, municipalities are responsible in the territory of their jurisdiction for the collection, removal and treatment of wastewater”, also there is no exact number of entities operating in this territory.
- The Parks and Recreation Agency does not have a structure in the Directorate of Administration of the Great Park of the Artificial Lake of Tirana, to guarantee the fulfillment of the functions of control, inspection, and detection of illegal activities, as defined in its internal regulation. As a result, no environmental problems have been identified over the years regarding possible causes of lake water pollution and no specific analyses have ever been requested to assess the environmental condition of the lake, before the appearance of pollution on the surface and the media attention of the emerging problem. /Pamphlet
